On February 15 in Hanoi, Mr. Nguyen Hong Dien - Minister of Industry and Trade (MOIT), and Mr. Nguyen Hoang Anh - Chairman of the Committee for the Management of State Capital at Enterprises (CMSCE) co-chaired a meeting with the Electricity of Vietnam (EVN) to discuss a number of investment projects for developing the power plants and power grids, the financial balance of EVN in 2022 - 2023 and develop a plan for the average retail price of electricity in 2023.

On February 14, 2023, in Hanoi, Electricity of Vietnam (EVN) and the Bank for Agriculture and Rural Development of Vietnam (AGRIBANK) held a ceremony to sign a credit contract worth VND 2,400 billion for the extended Ialy Hydropower Project. The extended Ialy Hydropower Project has been approved by the Prime Minister for investment policy, and its feasibility study project was approved by the Committee for Management of State Capital at Enterprises.

On the afternoon of February 13 in Hanoi, Mr. Duong Quang Thanh - Chairman of the Council Members of Electricity of Vietnam (EVN) had an online meeting with Mr. Meng Zhenping - Chairman of China Southern Power Grid Company Limited (CSG) for summarizing the projects and cooperation activities between the two sides in 2022 and exchanging orientations on development and cooperation in 2023.

On the morning of February 5, 2023, in the Conference on the Investment Promotion and Deployment of implementing the action plan of the Politburo Resolution No. 26-NQ/TW, happening in Quy Nhon City, Binh Dinh province, Mr. Nguyen Hong Dien, the Minister of Industry and Trade (MOIT) handed the decision on approving the investment policy of Son My 2 Gas Power Project (CCGT) with a capacity of 2.2 GW and a total investment of 1.8 billion US$ to Vietnam AES Company. The project is developed in Binh Thuan province having a 20-year contract with the Vietnamese Government.

The Prime Minister has just issued a decision on the average retail electricity price(excluding value-added tax) as follows: The minimum average retail price of electricity is 1,826.22 VND/kWh; The maximum average retail price of electricity is VND 2,444.09/kWh (Decision No: 02/2023, dated February 3, 2023).

Implementing the "National Digital Transformation Program to 2025, with orientation to 2030" of the Government, EVN has clearly demonstrated the pioneering role of state-owned enterprises, actively transforming the thinking and ways, taking advantage of the power of digital technology to improve operational efficiency, and serving customers better.

It can be affirmed that 2022 is a relatively successful year in the construction investment of Vietnam Electricity (EVN).

The Electricity of Vietnam (EVN) has just issued the announcement No 148 EVN-KD-TCKT dated January 10, 2023, to the Electricity Corporations, Electricity Telecommunications, and Information Technology Companies about the purchase prices of the rooftop solar power projects in 2023 as follows:

The Ministry of Industry and Trade (MOIT) has just issued Circular No. 42/2022/TT-BCT stipulating the inspecting the electricity activities and electricity use and solving the disputes in the trading electricity contracts. The Circular clearly stipulates the competence and sequence of the Electricity Regulatory Authority (MOIT) and provincial Departments of Industry and Trade for solving disputes in trading electricity contracts (The Circular takes effect from February 16, 2023).

Considering proposals of the Electricity of Vietnam (EVN) on supplementing the electricity system operation plan in 2023 and according to the proposal of the Electricity Regulatory Authority, the Ministry of Industry and Trade has just approved the "plan for electricity supply and operation of the national power system in 2023”. The Vietnam Energy Magazine would like to raise the content of this Decision for the reference of our readers.

The Electricity Regulatory Authority - Ministry of Industry and Trade informed that, by the end of December 2022, there are 108 power plants directly participating in offering in the competitive electricity market, with a total installed capacity of 30,837 MW, equal to about 38.8% of the total capacity of the national power system. The competitive nature in the electricity wholesale market of Vietnam has gradually expanded in scale.

According to the Electricity Power Trading Company (EPTC), the electricity generation that EPTC will buy from the power plants having contracts with this unit in 2023 is 184.52 billion kWh and the electricity generation will sell to the power corporations as 252.76 billion kWh.

As well known, the Kien Binh - Phu Quoc 220kV transmission line a longest sea-crossing line in Southeast Asia was technically energized in mid-October 2022. Currently, the project is completing the procedures to hand over to Power Transmission Company 4 under the National Power Transmission Corporation (NPTC) for managing and operating.

The Electricity of Vietnam (EVN) has just sent a document to the Ministry of Industry and Trade and the Electricity Regulatory Authority on establishing a framework for electricity prices of transitional solar and wind power projects.

On the proposal of the Vietnam Oil and Gas Group (PVN) and the Electricity of Vietnam (EVN), the Ministry of Industry and Trade (MOIT) has agreed that the thermal power plants using Block B gas will indirectly participate in the electricity market under the regulations of Circular No. 45 of MOIT Minister.
