Amid mounting difficulties and challenges, and in the absence of a common consensus on investment in gas-fired power projects using domestic gas and imported LNG, investors in this sector have recently submitted a proposal to the Prime Minister outlining three key principles to resolve the remaining disagreements. These include: (1) Reasonable and fair risk allocation; (2) Two key proposals to remove existing bottlenecks; and (3) Addressing other bankability-related issues. On the morning of August 14, 2025, in Ho Chi Minh City, the Vietnam Energy Association (VEA), in collaboration with the Electricity Authority under the Ministry of Industry and Trade, successfully organized the “Forum on Realizing the Goals of the Revised Power Development Plan VIII and Solutions for Power Generation by 2030.”

The Standing Committee of Hai Phong City Party Committee has agreed with the investment policy and proposal to include two LNG Gas Turbine Combined Cycle (GTCC) with a total capacity of 6,100 MW in Tien Lang 1 Industrial Park, Hung Thang commune, Tien Lang district and Cai Trap island, Cat Hai district in the Power Development Plan (PDP) VIII.
