As information from the Electricity of Vietnam (EVN), the Group has a lot of difficulties in arranging investment capitals for the power projects has a lot due to it’s foreign loan capitals have exceeded the threshold guaranteed by Government (accordingly to the current regulations).

The Prime Minister directed Ministries of Finance, Justice,Industry and Trade, State Bank and Electricity of Vietnam (EVN) on guarantee for Duyen Hai 3 TPP Expansion to borrow foreign loan.

 Vietnam’s energy sector is receiving special attention from foreign investors, especially leading global groups in this field.

Power outages are currently not an issue for foreign investors, reported the Ministry of Industry and Trade.

The State Bank has issued the Circular No 312/2018/TT-NHNN on introductions for managing the foreign exchange in the offshore petroleum investment.

The Government has just issued Decree No. 114/2021/ND-CP, dated December 16, 2021, on managing and using the official development assistance (ODA) capital and concessional loans of the foreign donors (replacing Decree 56). Government Decree 114 is an important legal basis for approving investment in O Mon 3 Thermal Power Plant, the key to solve congestion of the Block B - O Mon gas power project chain for soon starting this important gas power source.

Vietnam Oil and Gas Group (PVN) informed that In the first 9 months of the year, the Group has exploited the domestic and foreign oil output at a high level: Specifically, PVN achieved an oil exploitation output of 7.85 million tons, exceeding 14.1% of the 9-month plan, equal to 84.6% of the year plan.

The Asian Development Bank (ADB) and Phu Yen TTP Joint Stock Company (Phu Yen Joint Stock Company) just have signed a loan of 186 million USD for developing and operating Hoa Hoi solar power project with a capacity of 257 MWp in Hoa Hoi commune, Phu Hoa district, Phu Yen province, Vietnam through the country’s first certified green loan.

Recently in Hanoi, Mr. Tran Dinh Nhan - General Director of Electricity of Vietnam (EVN) just had a working meeting with a high-level delegation of the French Development Agency (AFD) on cooperation between the two sides. Attending the meeting were Mr. Philippe Le Houerou - Chairman of the Board of Directors of the French Development Agency.

On October 31, 2013 in Hanoi, the Ministry of Finance held a formal signing ceremony of a loan agreement with the German state-owned development bank (KfW) on the project on reducing emission intensity in power supply.

The National Power Transmission Corporation (EVN NPT) has just held a starting ceremony for an unconstrained loan of US$170 million from Nippon Export Investment Insurance (NEXI) for Vinh Tan Power Center – Song May turn – Tan Uyen transmission line investment. It is the result of over a year of active preparation for lending procedures between the sides.

The PM has approved the Official Development Assistance (ODA) loan Agreement between the Vietnamese Government and the Japan International Cooperation Agency (JICA) for Thai Binh Thermal Power Plant and Transmission Lines Construction Project (IV).

The Government Office has issued the Document No. 3243/VPCP-QHQT (dated on May 8, 2015) to announce the  steering opinion of the Deputy Prime Minister (DPM) Hoang Trung Hai on the amendment of the Loan Agreement for Trung Son HPP financed by the World Bank (WB).

In the morning of July 17th, 2014 in Hanoi, Electricity of Vietnam (EVN) held the Loan Agreement signing Ceremony of the Japan International Corporation Bank (JBIC) for Vinh Tan 4 Thermal Power Plant Project.

According to information from PVN, on November 23, 2016 there was taken place the ceremony of signing credit contract and commercial loan contract with total value of USD 1.2 billion, between PVN and Korea Export-Import Bank (KEXIM) and Consortium of Nine Foreign Commercial Banks with the clue of Citibank for financing Song Hau 1 Thermal Power Plant (TPP) capacity of (2x600) MW. This TPP is a key project in Power Planning VII invested by PVN and allowed for development by special mechanism application to timely meet high electricity need in southern region in period to 2020.
