According to the Vietnamese Government Decree No 98/2017/ND-CP issued at 18/8/2017 on the functions, tasks, authorities and sector structure of the Ministry of Industry and Trade (MOIT), the General Directorate of Energy (GDE - MOIT) will be separated into the Electricity and Renewable Energy, Petroleum and Coal, and Energy Saving and Sustainable Development Departments.

Minister of Industry and Trade (MOIT) Tran Tuan Anh has signed the Directive No 04/CT-BCT on strengthening state management and executing the regulations of the laws on hydropower activities with the aim to achieve an active change in state management and law regulation executing of the relevant agencies, companies on planning, investing, building and operating hydropower projects with safe power generation, socio-environmental protection and general exploitation efficiency.

On January 18, 2016, in Hanoi, the General Department of Energy (GDE), Ministry of Industry and Trade (MOIT) and (Saudi Arabia) Consortium signed the investment agreement for Nam Dinh 1 Build – Operate - Transfer (BOT) Thermal Power Project (TPP).
