Implementing Rooftop Solar Power Development and the MOIT’s Action Plan

Deputy Minister of Industry and Trade Nguyen Hoang Long has signed Decision No. 1126/QD-BCT dated May 14, 2026, promulgating the Ministry of Industry and Trade’s Action Plan to implement Directive No. 10/CT-TTg dated March 30, 2026, issued by the Prime Minister on strengthening electricity conservation and promoting rooftop solar power development.

Vietnam issues Directive No. 10 to accelerate rooftop solar and strengthen electricity conservation

Prime Minister Pham Minh Chinh has signed Directive No. 10/CT-TTg dated March 30, 2026, on strengthening electricity savings and promoting the development of rooftop solar power across Vietnam. The Directive sets out key targets for the 2026–2030 period, including achieving at least 10% adoption of rooftop solar systems among public offices and households nationwide, alongside the introduction of state budget support policies for this energy source. For 2026 alone, the Government aims to reduce total national electricity consumption by a minimum of 3%, and at least 10% during peak summer months (April–July).

Emerging trade barriers such as the EU’s Carbon Border Adjustment Mechanism (CBAM) and sustainability reporting requirements under the Corporate Sustainability Reporting Directive (CSRD) are exerting direct pressure on Vietnam’s export-oriented enterprises, compelling them to demonstrate that their products are manufactured using clean energy. A recent field survey conducted across four representative industrial parks, Amata and Long Duc in Dong Nai Province, and Kinh Bac (Que Vo) and VSIP in Bac Ninh Province provides a comprehensive picture of the current status, progress made, and the legal and technical bottlenecks facing the deployment of rooftop solar photovoltaic (PV) systems and battery energy storage systems (BESS).
