EVN organized a training conference on Decree No. 80/2024/ND-CP of the Government regulating the Direct Power Purchase Mechanism

 - On the morning of August 1, The Electricity of Vietnam (EVN) organized a training conference on Decree No. 80/2024/ND-CP of the Government regulating the DPPM between renewable energy power generation units and large electricity users. The conference took place in a direct format combined with an online video conference to EVN's corporations.

Attending the conference on the side of the Center for The Electricity Market Development and Training Research (The Electricity Regulatory Authority) were Mr. Nguyen Quang Minh - Director of the Center and Ms. Do Hong Thanh - Deputy Director of the Center.

On the side of EVN were Members of the Board of Directors Dinh The Phuc, Deputy General Director Vo Quang Lam, and leaders of EVN's professional departments.

Speaking at the opening of the Conference, Mr. Dinh The Phuc said that, as a State-owned economic group responsible for national energy security, EVN deeply recognized that grasping and successfully implementing Decree No. 80/2024/ND-CP of the Government regulating DPPA is an important task. This helps EVN fulfill its mission of providing stable and sustainable electricity and contributes to fulfilling Vietnam's commitment to reducing greenhouse gas emissions and protecting the environment.

EVN Board Member emphasized that the transition from the traditional power purchase mechanism to the DPPA mechanism is not a simple journey it requires creative innovation as well as close cooperation between stakeholders. EVN is committed to always accompanying partners and customers, providing maximum support to overcome challenges and seize opportunities when implementing the DPPA mechanism.

EVN leaders also believe that under the guidance of lecturers - those directly involved in drafting this Decree, along with practical experience, the participants will gain valuable knowledge, helping EVN and units better prepare for the steps to implement DPPA in the coming time, contributing to the sustainable development of the Vietnam Electricity industry.

Ms. Phan Thi Thu Thuy - Deputy Head of the Electricity Market Department, Center for Electricity Market Development and Training Research (Electricity Regulatory Authority of ) - lecturer of the conference - presents an overview of Decree No. 80/2024/ND-CP of the Government.

At the Conference, the participants listened to the lecturer presenting an overview of Decree 80 of the Government; general regulations; electricity trading via separate connection lines; direct electricity trading via the national grid; implementation procedures, and responsibilities of units...

Accordingly, Decree No. 80/2024/ND-CP dated July 3, 2024, of the Government stipulated the mechanism for direct electricity trading between renewable energy power generation units and large electricity users, including 5 Chapters, 30 Articles and 5 Appendices.

The implementation of this Decree will help the Government fulfill its management tasks, ensuring many goals at the same time: Meeting the trend of using clean energy of electricity customers; contributing to attracting investment in sustainable development of renewable energy to protect the environment; aiming to deploy a competitive retail electricity market in Vietnam; improving the effectiveness of state management of DPPA activities between renewable energy power generation units and large electricity users.

During the training program, participants also had a closer look at the important contents of Decree 80, thereby better understanding the regulations, procedures and opportunities as well as challenges brought by the DPPA mechanism.

Decree 80 takes effect from July 3, 2024, and is implemented by the Ministry of Industry and Trade, People's Committees of provinces, cites EVN and units of the Electricity System and Electricity Market Operators.
