Prime Minister’s Official Telegram on resolving obstacles for wind and solar power projects

 - Standing Deputy Prime Minister Nguyen Hoa Binh has signed Official Telegram No. 118/CD-TTg on behalf of the Prime Minister, urging the urgent implementation of tasks under Resolution No. 233/NQ-CP, dated December 10, 2024, concerning the resolution of obstacles facing renewable energy projects.

The telegram was addressed to the Ministries of Agriculture and Environment, Industry and Trade, Construction; the Government Inspectorate; and the People’s Committees of Ho Chi Minh City, Can Tho, Dong Nai, Vinh Long, Dong Thap, Phu Tho, Lam Dong, Khanh Hoa, Dak Lak; as well as the Chairman and CEO of Vietnam Electricity (EVN).

Key points:

  1. On December 10, 2024, the Government issued Resolution No. 233/NQ-CP on removing obstacles and difficulties for renewable energy power projects. This is a sound and essential policy aimed at addressing longstanding issues that have persisted for many years.

  2. The Government has also assigned the Ministry of Industry and Trade to study and thoroughly review the specific difficulties and obstacles faced by renewable energy power projects, and to propose solutions to the competent authorities for each type of issue. This must be done in a way that prevents negative practices, group interests, and wastefulness.

  3. The Ministry of Industry and Trade has issued an Implementation Plan for Resolution No. 233/NQ-CP.

In the spirit of responsibility, transparency, and accountability—without avoidance, shifting of responsibility, wastefulness, corruption, or vested interests—and to effectively implement Resolution No. 233/NQ-CP, promptly address obstacles and difficulties facing renewable energy projects, mobilize resources for the economy, and respond to the concerns of businesses and localities, the Prime Minister requests the following:

1. The Prime Minister requests that relevant ministries, sectors, local authorities, and EVN promptly and thoroughly fulfill their responsibilities, based on the principle that the level or agency encountering the problem must resolve it and be held accountable. Specifically:

  • Chairman of the Lam Dong Provincial People's Committee: Direct the resolution of obstacles related to wind and solar power projects overlapping with planning zones for titanium and bauxite exploration, mining, and processing (previously involving Binh Thuan and Dak Nong provinces). Report results by July 25, 2025.

  • Chairman of the Dak Lak Provincial People's Committee: Direct the resolution of obstacles related to the Long Thanh 1 solar power project overlapping with the irrigation planning zone of the Ia Mor reservoir. Report results by July 25, 2025.

  • Chairpersons of the People's Committees of Dong Nai, Lam Dong, Khanh Hoa, Ho Chi Minh City, and Dak Lak provinces (based on administrative boundaries after the merger): Direct the resolution of issues related to land management procedures for wind and solar power projects mentioned in Conclusion No. 1027/KL-TTCP. This includes handling procedures such as land area expansion, land lease, and land use conversion for 40 identified projects. Report the completion results by July 25, 2025.

  • Chairpersons of the People's Committees of the provinces and cities of Dong Nai, Vinh Long, Dong Thap, Can Tho City, Phu Tho, Ho Chi Minh City, Khanh Hoa, Lam Dong, and Dak Lak: Direct the identification of land used for farming and aquaculture activities related to rooftop solar power systems installed on agricultural and forestry land, particularly those with large capacities under the farm investment model, as outlined in Report No. 345/BC-BCT dated December 24, 2024, by the Ministry of Industry and Trade. Report the completion results by July 25, 2025.

  • General Director of EVN: Direct the resolution of issues related to the agreement on electricity purchase prices for rooftop solar power systems installed on agricultural and forestry land with large capacities under the farm investment model. Report the completion results by July 25, 2025.

2. Regarding the FIT (Feed-in Tariff) mechanism for wind and solar power projects, the Ministry of Industry and Trade and EVN are tasked with reviewing and proposing a handling plan in line with Document 729/BC-BCT, consulting relevant parties, and reporting to the Government before July 25, 2025.

3. The Ministry of Agriculture and Environment shall lead coordination with the Ministry of Industry and Trade and localities to resolve outstanding issues related to mineral planning, irrigation planning, and land-use conversion involving forests and agricultural land.

4. The Ministry of Industry and Trade monitors, synthesizes, and periodically reports progress.

5. The Government Office is responsible for overseeing and urging the implementation of the assigned tasks./.
