Official Commercial Operation of T&T Group’s Savan 1 Wind Power Plant in Laos

 - On December 26, 2025, the Savan 1 Wind Power Plant, which was invested in and developed by T&T Group in Laos, officially commenced commercial operation, marking an important milestone for T&T Group in the renewable energy sector and contributing to the realization of the goal of increasing electricity imports from Laos to Vietnam in accordance with the agreement between the two governments.

The wind turbines of the Savan 1 Wind Power Plant (T&T Group) in Savannakhet Province, Laos, have officially entered commercial operation, delivering clean electricity from Laos to Vietnam.

According to T&T Group, all 48 wind turbines of the Savan 1 Wind Power Plant have officially begun commercial power generation, delivering clean electricity to Vietnam’s power system with a Phase 1 capacity of 300 MW.

Located in Savannakhet Province, Laos, the Savan 1 Wind Power Plant is the largest onshore wind power project ever invested in by T&T Group, and also the first project in the Group’s cross-border energy development strategy. The project has a total installed capacity of up to 495 MW, with a total investment of approximately USD 768 million, and is expected to become a flagship project in energy cooperation between Vietnam and Laos.

The project was granted a concession contract by the Lao Ministry of Planning and Investment to T&T Group in January 2025. Accordingly, the Government of the Lao People’s Democratic Republic authorized Savan 1 Wind Power One Member Limited Liability Company (a member of T&T Group) to design, build, own, and operate the project for a period of 25 years to export and sell electricity to Vietnam.

Under the plan, Phase 1 of the project has a capacity of 300 MW with a total investment exceeding USD 490 million. Previously, in August 2024, the Prime Minister of Vietnam approved the policy to import electricity from the Savan 1 Wind Power Plant project. The Power Purchase Agreement (PPA) between Savan 1 Wind Power One Member Limited Liability Company and Vietnam Electricity (EVN) has also been signed, providing the legal basis for the project to be connected to the national grid.

In addition, Savan 1 Wind Power One Member Limited Liability Company signed a financing arrangement agreement with Military Bank (MB), under which MB acts as the lead arranging bank committed to structuring and allocating the entire financing package for Phase 1 of the project. The EPC contractor is a consortium of IPC E&C and GEDI.

The Savan 1 Wind Power Plant entered commercial operation in the final days of 2025.

Immediately after receiving the concession contract, T&T Group swiftly implemented the construction of a more than 50-kilometer-long 220 kV transmission line from the plant to the connection point on the Vietnamese side. The transmission line was completed by the end of August 2025, creating a vital “lifeline” to transmit clean electricity from Laos to Vietnam. In parallel, the construction and completion of the Savan 1 Wind Power Plant were accelerated to ensure the project entered commercial operation as scheduled by the end of 2025.

A representative of T&T Group stated that the official commercial operation of the Savan 1 Wind Power Plant is a significant milestone, affirming the Group’s capability, credibility, and commitment to cross-border clean energy investment, while also contributing to national energy security and strengthening the comprehensive cooperation between Vietnam and Laos.

“This is a foundation for T&T Group to continue researching and implementing cross-border clean energy projects sustainably and efficiently, gradually realizing our goal of becoming a leading energy developer in Vietnam,” the Group’s representative emphasized.

In the context of increasingly strengthened Vietnam–Laos energy cooperation, particularly through intergovernmental power purchase agreements, the implementation and operation of the Savan 1 Wind Power Plant demonstrate how bilateral cooperation agreements are being translated into effective and sustainable projects. At the same time, the project highlights the growing role of the private sector in cross-border energy development, contributing to power supply diversification, enhanced infrastructure connectivity, and promoting economic cooperation between the two countries amid the global energy transition and sustainable development trends./.
