Ha Tinh Approves Investment Policies and Investors for Four Ky Anh Wind Power Projects

 - HA TINH, 10 August 2026 – The Ha Tinh Provincial People's Committee has issued four decisions approving the investment policies and investors for the Ky Anh 1, Ky Anh 2, Ky Anh 3 and Ky Anh 4 Wind Power Plant projects. With a combined capacity of 225 MW and total investment capital of VND 7.81 trillion, the projects are expected to establish a new renewable energy hub in the province, contributing to the implementation of the revised Power Development Plan VIII, national energy security and green growth.

Under the decisions, the four wind power projects will be developed in Ky Van, Ky Lac, Ky Hoa and Ky Thuong communes, with a combined installed capacity of 225 MW comprising 45 wind turbines. The projects are expected to generate approximately 591.456 million kWh of electricity annually for the national grid.

The total investment capital of the four projects is estimated at VND 7.81 trillion, including VND 1.5624 trillion (20%) in investor equity and VND 6.2476 trillion (80%) mobilized from domestic credit institutions. Each project will have an operating term of 50 years from the date the State allocates or leases the land.

Under the approved schedule, investors are expected to complete their capital contributions in the third quarter of 2026, complete land and legal procedures between August 2026 and February 2027, and carry out supporting infrastructure works from February to April 2027. Main construction, equipment installation, commissioning and commercial operation are scheduled to be completed within 22 months from the date of land allocation or lease.

Ky Anh 1 Wind Power Plant

The Ky Anh 1 Wind Power Plant will be developed in Ky Van, Ky Lac and Ky Hoa communes by a consortium comprising TTA Vietnam Construction Investment JSC, No One Land Real Estate Investment JSC, and Dat Viet Energy Investment and Services JSC.

The project will have an installed capacity of 65 MW, comprising 13 wind turbines, with expected annual electricity generation of approximately 173.422 million kWh. Total investment capital is estimated at VND 2.308 trillion, including VND 461.6 billion in investor equity and VND 1.8464 trillion in mobilized capital.

A key feature of the project is the construction of a 220 kV substation and 220 kV transmission line, which will provide shared transmission infrastructure for all four Ky Anh wind power plants.

Ky Anh 2 Wind Power Plant

Also located in Ky Van, Ky Lac and Ky Hoa communes, the Ky Anh 2 Wind Power Plant will have a capacity of 50 MW, comprising 10 wind turbines, with average annual electricity generation of approximately 131.128 million kWh.

The project has total investment capital of VND 1.693 trillion, including VND 338.6 billion in investor equity and VND 1.3544 trillion in mobilized capital. In addition to internal access roads and collector lines, the project will use the 220 kV substation and 220 kV transmission line shared by the project cluster to connect to the national grid.

Ky Anh 3 Wind Power Plant

The Ky Anh 3 Wind Power Plant will be developed in Ky Lac, Ky Hoa and Ky Thuong communes by a consortium comprising TTA Vietnam Construction Investment JSC, No One Land Real Estate Investment JSC, Ha Tinh Cau Treo Investment and Import-Export JSC, and CASABLANCA Vietnam JSC.

The project is designed with 10 wind turbines and a total capacity of 50 MW, with expected annual electricity generation of approximately 138.021 million kWh. Total investment capital is estimated at VND 1.8 trillion.

To ensure power transmission capacity, the project will invest in a 110 kV substation and a 110 kV transmission line connecting to the 220 kV substation of the Ky Anh 1 Wind Power Plant.

Ky Anh 4 Wind Power Plant

The Ky Anh 4 Wind Power Plant will also be developed in Ky Van, Ky Lac and Ky Hoa communes, with 12 wind turbines, a total capacity of 60 MW, and expected annual electricity generation of approximately 148.905 million kWh.

The project has total investment capital of VND 2.009 trillion, including VND 401.8 billion in investor equity and VND 1.6072 trillion in mobilized capital. Access roads, power collector lines and other technical infrastructure will be developed in an integrated manner, with the project using the shared 220 kV substation and 220 kV transmission line to connect to the national grid.

Supporting Ha Tinh's ambition to become an energy hub

Under the decisions issued by the Ha Tinh Provincial People's Committee, the investors are responsible for completing all required procedures related to investment, land, construction, environment, forestry, electricity, fire prevention and fighting, and other relevant legal requirements before commencing the projects. They must also ensure compliance with the approved implementation schedules. Relevant provincial departments, agencies and local authorities will provide guidance and conduct inspections and supervision in accordance with regulations.

Once operational, the four wind power plants are expected to add nearly 600 million kWh of clean electricity annually to the national power system, helping strengthen electricity supply capacity, ensure energy security and increase the share of renewable energy in the power mix.

In addition to their energy benefits, the projects are expected to create jobs during construction and operation, contribute to local budget revenues, and support socio-economic development in the western area of Ky Anh town.

The simultaneous implementation of the four wind power projects also marks a new step in Ha Tinh's clean energy development strategy. Together with major metallurgy, thermal power and seaport projects in the Vung Ang Economic Zone, the Ky Anh wind power cluster is expected to diversify the province's power generation mix toward cleaner sources, in line with the energy transition and emissions reduction objectives, and contribute to Ha Tinh's ambition to become a major energy hub in the Central region and Vietnam./.
