Progress Reviewed on Preparatory Investment for Ninh Thuan Nuclear Power Projects 1 and 2

According to the Ministry of Finance, following Decision No. 496/QD-TTg issued by the Prime Minister on 27 March 2026, the State Appraisal Council completed its appraisal of the proposed adjustment to the investment policy for the Ninh Thuan Nuclear Power Project. The Council recommended that the Government seek approval from the competent authorities to separate the original project into three independent components:
1. Ninh Thuan Nuclear Power Plant 1.
2. Ninh Thuan Nuclear Power Plant 2.
3. The compensation, support and resettlement project.
Under the direction of the Permanent Deputy Prime Minister, the Ministry of Finance has coordinated with the Ministry of Justice, the Ministry of Industry and Trade, and other relevant agencies to finalize the legal framework and complete the appraisal of the revised investment policy for Ninh Thuan Nuclear Power Plant 1, with a view to submitting it to the National Assembly at its upcoming session.
At the meeting, representatives of ministries and agencies agreed that the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects are of strategic importance to ensuring Vietnam's long-term energy security, meeting future socio-economic development needs, maintaining macroeconomic stability, and strengthening national defense and security. Participants also emphasized the need for special mechanisms and policy frameworks to facilitate project appraisal, investment preparation, and implementation.
Leaders of EVN and Petrovietnam reported on the progress of their assigned tasks, outlining challenges related to investment mechanisms, project efficiency assessments, and proposed measures to address existing obstacles.
The meeting also focused on solutions to improve the regulatory framework, streamline administrative procedures, and accelerate investment preparations for the projects.
Based on the discussions, the Ministry of Finance proposed that the Government submit to the National Assembly a plan to separate the overall Ninh Thuan Nuclear Power Project into three independent component projects. Under the proposal, EVN would be responsible for finalizing the investment dossier for Ninh Thuan Nuclear Power Plant 1, Petrovietnam would prepare the dossier for Ninh Thuan Nuclear Power Plant 2, and the People's Committee of Khanh Hoa Province would complete documentation for the compensation, support, and resettlement component.
Concluding the meeting, Permanent Deputy Prime Minister Pham Gia Tuc stressed that the implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects represents a major policy of the Party and the State, endorsed by the Politburo and formalized through a resolution of the National Assembly.
He emphasized that the immediate priority is to swiftly complete the required legal framework, policy mechanisms, documentation, and procedures so that the projects can be implemented in accordance with decisions already approved by the competent authorities.
Describing the projects as unprecedented, highly challenging, and of exceptional national significance, the Permanent Deputy Prime Minister called on ministries and agencies to take a proactive approach in proposing breakthrough mechanisms and policies, particularly regarding investment models and legal arrangements, in order to create favorable conditions for accelerating project implementation.
He assigned the Ministry of Finance to take the lead, in close coordination with the Ministry of Industry and Trade, EVN, Petrovietnam, relevant ministries and agencies, and the Government Office, to urgently finalize all required documents and reports within their respective mandates. The documentation must meet quality requirements and be submitted on schedule to the competent authorities for consideration and decision before being presented to the National Assembly in accordance with legal procedures.
He also requested stronger coordination with agencies of the National Assembly throughout the preparation process to ensure consistency, build consensus, and improve the quality of documentation before submission to the competent authorities./.
