Ministry of Industry and Trade Approves 2026 Electricity Generation Price Framework for Natural Gas-Fired Power Plants

According to Article 1 of Decision No. 1882/QD-BCT, the 2026 price framework applies to combined-cycle gas turbine power plants using natural gas, as specified in Point (a), Clause 2, Article 1 of Circular No. 09/2025/TT-BCT. The maximum generation price (price ceiling) is set at VND 3,410.64/kWh, excluding VAT.
The key assumptions used by the Ministry in calculating the maximum price are as follows:

Reference plant net capacity: 1,008.104 MW; Net heat rate at 85% load: 6,542.96 BTU/kWh.

Natural gas price: USD 11.98 per million BTU; Fuel transportation cost to the power plant: USD 1.87 per million BTU.

Exchange rate applied: VND 26,378 per USD.
The Ministry has assigned Vietnam Electricity (EVN) and power generation companies to use the approved price framework as the basis for negotiating and signing power purchase agreements (PPAs). The negotiation and contract execution process must comply with the regulations governing the methodology for determining electricity generation service prices issued by the Ministry of Industry and Trade.
Decision No. 1882/QD-BCT took effect on 23 July 2026./.
