Approving the price framework for electricity generation from hydropower, gas power and solar power sources in 2025

Implementing the conclusion of the Government's Standing Committee regarding the completion of adjustments to the Power Planning VIII on the urgent issuance of a reasonable, feasible, and effective electricity pricing framework for power sources (no later than April 10, 2025), the Ministry of Industry and Trade has issued decisions approving the electricity generation price framework for hydropower plants, natural gas turbine plants, and solar power in 2025.
1. Electricity Price Framework for Hydropower Plants (Decision No. 982/QĐ-BCT):
The electricity price framework for hydropower plants in 2025 is from 0 to 1,110 VND/kWh (excluding water resource tax, forest environmental service fees, water resource exploitation rights fees, and value-added tax). The maximum price is 1,110 VND/kWh.
2. Electricity Price Framework for Gas Turbine thermal Power Plants Using Natural Gas (Decision No. 983/QĐ-BCT):
The electricity price framework for combined cycle gas turbine thermal power plants using natural gas in 2025 is from 0 to 3,069.38 VND/kWh (excluding value-added tax). The maximum price is 3,069.38 VND/kWh.
The parameters used to calculate the maximum price in the electricity price framework for combined cycle gas turbine power plants using natural gas in 2025 are as follows:
- Net capacity: 1,040.468 kW.
- Net heat rate at 85% load: 6,516.24 BTU/kWh.
- Main fuel price (natural gas): 11.69 USD/million BTU.
- Main fuel transportation cost to the plant: 1.83 USD/million BTU.
- Exchange rate: 25,670 VND/USD.
3. Electricity Price Framework for Solar Power Plants (Decision No. 988/QĐ-BCT):
The electricity price framework for 2025 applicable to solar power plants is specified as follows:
- For ground-mounted solar power plants without battery storage systems, the maximum price (excluding value-added tax) is Northern region: 1,382.7 VND/kWh; Central region: 1,107.1 VND/kWh; Southern region: 1,012.0 VND/kWh.
- For floating solar power plants without battery storage systems, the maximum price (excluding value-added tax) is: Northern region: 1,685.8 VND/kWh; Central region: 1,336.1 VND/kWh; Southern region: 1,228.2 VND/kWh.
- For ground-mounted solar power plants with battery storage systems, the maximum price (excluding value-added tax) for the Northern region is VND 1,571.98/kWh; the Central region is VND 1,257.05/kWh; the Southern region is VND 1,149.86/kWh.Northern region: 1,571.98 VND/kWh.
- For floating solar power plants with battery storage systems, the maximum price (excluding value-added tax) for the Northern region is VND 1,876.57/kWh; the Central region is VND 1,487.18/kWh; the Southern region is VND 1,367.13/kWh.
- In addition, the parameters of the electricity storage system (battery storage system) used to calculate the maximum price in the electricity price framework for solar power plants with battery storage systems are as follows:
- Capacity: Minimum 10% of the installed capacity of the solar power plant.
- Storage/discharge duration: 2 hours.
- Charging power output ratio: 5% of the total output of the solar power plant./.
