Appraisal Results Announced for Ca Na LNG-fired Power Plant Feasibility Study Report

 - The Khanh Hoa Provincial Department of Industry and Trade has announced the appraisal results of the Feasibility Study Report for the Ca Na LNG-fired Power Plant Project. The project is one of the key energy projects under the Eighth National Power Development Plan (PDP VIII) and is expected to provide a large-scale LNG-fired power source for the national power system, with commercial operation targeted before December 31, 2030.

Under Decision No. 339/QD-UBND dated January 28, 2026, issued by the Khanh Hoa Provincial People's Committee, the Khanh Hoa Provincial People's Committee announced the results of investor selection for the Ca Na LNG-fired Power Plant Project, with Trung Nam and Sideros River winning the bid.

The following summarizes the appraisal results of the Feasibility Study Report for the Ca Na LNG-fired Power Plant Project, as announced by the Khanh Hoa Provincial Department of Industry and Trade.

The project is consistent with the national energy development orientation:

  1. The project is consistent with the national energy development orientation and the policy direction set out in Politburo Resolution No. 70-NQ/TW dated August 20, 2025, on ensuring national energy security through 2030, with a vision to 2045.

  2. Under Decision No. 262/QD-TTg dated April 1, 2024, approving the Implementation Plan for PDP VIII, the Ca Na LNG-fired Power Plant Project is included in the list of priority LNG-fired power projects for investment in the power sector, with a planned operation period of 2023-2030.

  3. The project is also consistent with PDP VIII, approved under Decision No. 768/QD-TTg. The plan identifies the Ca Na LNG-fired Power Plant Project in Khanh Hoa Province, with a capacity of 1,500 MW and a planned operation period of 2025-2030.

  4. The project's scale and land-use area, as presented in the dossier, are consistent with the approved decisions and plans, as well as the project’s pre-feasibility study.

Consistency with regional development plans and strategies:

  1. The construction of the Ca Na LNG-fired Power Plant will help stabilize electricity supply for the Southern Key Economic Region, one of Vietnam's largest economic regions.

  2. The project will make an important contribution to supplying electricity to the southern load center, helping ensure energy security for the southern power system in particular and the national power system as a whole. Like other LNG-fired power plants in the system, the Ca Na LNG-fired Power Plant is expected to serve the mid-load segment of Vietnam's power demand profile.

  3. The development of the Ca Na LNG-fired Power Plant is expected to attract additional investors to the region, create employment opportunities and promote local economic growth.

  4. Under the relevant plans, large-scale LNG storage hubs are envisaged in the Hon Me area of Thanh Hoa Province and the Van Phong Bay area of Khanh Hoa Province. The proposed location of the Ca Na LNG storage facility is close to the planned LNG hub in Van Phong Bay, Khanh Hoa Province. This proximity provides favorable conditions for securing a backup LNG supply for the power plant from the hub, either by sea or through pipelines.

According to the Khanh Hoa Provincial Department of Industry and Trade, the Feasibility Study Report for the investment and construction of the Ca Na LNG-fired Power Plant Project basically meets the requirements for the feasibility study stage. The consulting firm responsible for reviewing the report has completed the review in accordance with the appraisal comments, and the dossier is considered eligible for appraisal and the subsequent implementation steps.

To accelerate the project’s progress, the Department of Industry and Trade has requested the investor to organize the appraisal and approval of the project so that subsequent implementation steps can proceed, and to report the approval results to the Department in accordance with regulations.
