 - The Ministry of Industry and Trade (MOIT) has approved the 2026 electricity generation price framework for coal-fired power plants with an installed capacity of less than 200 MW. The approval is based on the Law on Electricity, relevant decrees and circulars, and proposals submitted by Vietnam Electricity (EVN) and the Electricity Authority of Vietnam.

Under Decision No. 2887/QD-BCT dated October 30, 2026, the 2026 electricity generation price framework applicable to coal-fired power plants with a capacity of less than 200 MW is specified as follows:

1. Electricity generation price framework

The 2026 electricity generation price framework ranges from VND 0 to VND 2,230.51/kWh, excluding value-added tax (VAT). The maximum price is VND 2,230.51/kWh.

2. Parameters used to calculate the maximum price

The following parameters are used to calculate the maximum price under the 2026 electricity generation price framework for coal-fired power plants with a capacity of less than 200 MW:

  • Net capacity: 98,441 kW.

  • Net heat rate at 85% load: 2,705.41 kcal/kWh.

  • Coal calorific value (HHV): 3,784 kcal/kg.

  • Coal price, including transportation costs, losses, and coal management and delivery costs: VND 1,726,715/tonne.
