The Vietnam and Laos agreed in principle the price framework for bilateral power purchase

 - On April 4, 2018 in Hanoi, was held a talk between the Minister of Industry and Trade Tran Tuan Anh and Minister of Energy and Mines of Laos Khammany Inthirath on continuously implementing measures to strengthen cooperation in the energy and minerals between the two countries, especially to unify plan for carrying out the cooperation documents in energy sector signed in the 40th session of the Inter-governmental Committee on bilateral cooperation between Vietnam and Laos.

 

Vietnam and Laos have unified the main contents of the Agreement on the Amendments for the Cooperation Agreement between the two governments in energy sector.

Laos has a high energy potential and plans to produce a power capacity of 10,000 MW from various sources (hydro, wind, coal and solar power, etc.) by 2020 with an expectation to export 75% of the generation output to Thailand, Vietnam, Singapore and Malaysia.

The cooperation between Vietnam and Laos in energy sector has become an actual need for the development of the two countries. Therefore in the 40th session of the Inter-governmental Committee on bilateral cooperation between Vietnam and Laos held in Vientiane on February 2018, 6 of the 12 cooperation documents signed between the two countries were in the energy sector.

On this occasion, Minister Khammany Inthirath had also the working meetings with Electricity of Vietnam (EVN) and PetroVietnam (PVN).  

At the talk in the MOIT office, Minister Tran Tuan Anh and Minister Khammany Inthirath reviewed the situation in the energy and mineral sectors between the two countries in the recent years.

The Ministers high appreciated the highlight cooperation results as completing negotiation and signing the Memorandum of Understanding (MOU) between the Vietnam and Lao governments on developing   hydropower projects in Laos, power interconnection and power purchase between the two countries. The sides committed to support the enterprises to speed up progress of studying and constructing 500kV transmission lines for electricity export from Laos to Vietnam, signing MOU on power purchase between the EVN and power plant investors in Laos.

Minister Khammany Inthirath said, the sides have preliminary defined the options of the power connection and purchase from Laos to Vietnam. The sides also discussed the principles of the electricity price framework.
