Signing the contract for construction and installation of Bac Ai Pumped Storage HPP (Phase 2)

The Bac Ai Pumped Storage Hydropower Plant Project in Ninh Thuan Province (the project) was approved by the Prime Minister in the National Power Development Plan for 2021 - 2030, with a vision to 2050.

The project has a scale of 1,200 MW, including 4 turbine/pump-generator/engine units with a capacity of 300 MW/unit. The total investment of the project is about 21,100 billion VND, the capital for the project is arranged from loans and capital arranged by EVN. The first unit is expected to generate electricity by December 2029 and the entire project will be completed by May 2031.

Package No. 02XL-BA is the main construction package of the project with the main scope of work:

1. Construction and installation of main project equipment: Including pressure tunnel, upstream pressure tower, underground factory and 500 kV distribution station, discharge tunnel, downstream pressure tower, and downstream valve tower.

2. Underground construction tunnels and alleys.

3. Roads serving construction and operation.

4. 22 kV construction power supply system.

5. Construction and domestic water supply system.

6. Auxiliary works, construction camps.

Through the national open bidding process via the Internet, the Contractor Consortium won the bid for package 02XL-BA with a value of 4,334 billion VND. The contract implementation period is about 81 months, in which the progress of generating electricity for unit 1 is in December 2029, unit 2 in April 2030, unit 3 in August 2030, unit 4 in December 2030 and the entire contract is completed in May 2031.

Speaking at the signing ceremony, the representative of EVN's leadership said that this is the first pumped storage hydropower project to be built in Vietnam and is one of EVN's key projects to be deployed in 2025. During the investment preparation and implementation of the project, EVN received attention and close direction from the Government, the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, along with the support and close coordination of the Ninh Thuan Provincial People's Committee and the provincial departments and branches to develop a construction organization plan, select suitable contractors, and ensure requirements on safety, progress, and quality of the project.

EVN assigned the task to Power Project Management Board 3 and the 02XL-BA Package Joint Venture to manage the project, organize construction to ensure compliance with quality and environmental requirements, focus resources and equipment to accelerate progress and strive to complete the project according to the set plan.

Construction location: Bac Ai district, Ninh Thuan province.

Total investment: VND 21,101,468 million.

Start of construction: February 2025.

Generation of unit 1 in December 2029, unit 2 in April 2030, unit 3 in August 2030, and unit 4 in December 2030.

Expected to be completed in May 2031./.
