Laos Commences Construction of 124 MW Hydropower Project Connected to Vietnam’s Power Grid

Nam Neun 1 Hydropower Project, consisting of 2 units, has a total capacity of 124 MW, electricity output of 580 million kWh/year. The project is located in Phianghong Village, Nonghet District, Xiangkhuang Province, Lao PDR.
The main project is a 138-meter high concrete-faced rockfill dam (CFRD), classified as a special grade project with the highest technical requirements for design, construction and quality management.
The electricity generated will be connected to Vietnam’s national grid via the Nong Cong - Thanh Hoa transmission line, contributing to a stable and clean power supply to support economic development in Northern and Central Vietnam.
Nam Neun 1 Hydropower Company, a subsidiary of Phongsubthavy Group, is the project investor. Phongsubthavy Group is one of the largest private energy investors in Laos, with a project portfolio totaling up to 2,000 MW. The group currently owns a 24% stake and is one of the major shareholders in EDL-Generation, a subsidiary of Laos’ state-owned Electricité du Laos (EDL).

The EPC general contractor for the Nam Neun 1 Hydropower Project is a joint venture between Construction Joint Stock Company 47 (CC47) and Power Engineering Consulting Joint Stock Company 3 (PECC3).
As a member of the EPC consortium, PECC3 is responsible for consultancy services, including surveying, design, and author supervision. PECC3 has demonstrated outstanding capability with its team of experienced engineers and experts, deeply familiar with international technical standards, fully capable of mastering the project's technical requirements.
PECC3's participation in this project not only marks an important step in the strategy to reach out to the Southeast Asian market, but also affirms the consulting - design - supervision capacity of Vietnamese enterprises in the international arena.
The groundbreaking ceremony marks not only the initial milestone of the EPC-format project by the CC47 and PECC3 consortium but also opens a path to sustainable cooperation among the involved parties, contributing to the realization of clean and sustainable energy development goals for the region.
