Government Directs Immediate Implementation of Measures to Ensure Electricity Supply for 2027–2030

 - The Government Office has issued Official Dispatch No. 10790/VPCP-CN dated 22 October 2026 to the Minister of Industry and Trade, Secretaries of the Municipal Party Committees and Provincial Party Committees, and Chairpersons of the People’s Committees of provinces and centrally governed cities, conveying the Prime Minister’s directives on the urgent implementation of measures to ensure electricity supply for the 2027–2030 period.

Ensuring national energy security and an adequate electricity supply is a critically important political task and a decisive factor in achieving socio-economic development objectives. On 12 October 2026, the Prime Minister convened a meeting and issued directives on measures to ensure electricity supply for the 2026–2030 period and on adjustments to the Adjusted Power Development Plan VIII, as set out in Notice No. 531/TB-VPCP dated 17 October 2026.

In implementation of the conclusions of the Party Central Committee, resolutions of the Politburo and directives of key Party and State leaders, the Prime Minister requires the Ministry of Industry and Trade (MOIT) to urgently carry out the assigned tasks to ensure an adequate electricity supply from 2027 onwards. MOIT shall also direct or propose to the competent authorities the assignment of specific responsibilities to ministries, sectors and local authorities to ensure the coordinated and decisive implementation of feasible and effective measures, leaving no electricity shortages under any circumstances. Responsibilities and completion deadlines must be clearly defined to facilitate monitoring, follow-up and supervision.

Specifically, the Prime Minister has instructed MOIT to prioritise the following urgent measures to ensure an adequate electricity supply in 2027:

  1. Accelerate the development of rooftop solar power systems for self-production and self-consumption at households, agencies, offices and production and business establishments, in accordance with Directive No. 10/CT-TTg dated 30 March 2026. The installation of battery energy storage systems (BESS) should be encouraged to reduce peak-hour electricity demand and enhance on-site electricity self-sufficiency. MOIT shall propose specific targets for each locality, particularly in northern provinces, specifying the number of installations and commissioning deadlines. Implementation results shall serve as an important criterion for assessing the performance of leaders of ministries, sectors and local authorities. Deadline: 30 October 2026.

  2. Guide and urge local authorities to urgently promulgate support policies for households installing rooftop solar power systems for self-production and self-consumption, pursuant to Clause 2, Article 22 of the Law on Electricity. Deadline: December 2026.

  3. Direct project owners to ensure that the Na Duong 2 Thermal Power Plant and Quang Trach 1 Thermal Power Plant are completed and commissioned for commercial operation in 2026.

  4. Review project readiness, expedite implementation and propose the assignment of specific responsibilities to local authorities and corporations for the immediate development of utility-scale solar power projects, floating solar power projects on hydropower reservoirs, and associated grid infrastructure for power evacuation, as provided for in the Adjusted Power Development Plan VIII and meeting the relevant implementation requirements. Priority shall be given to projects at Lai Chau and Son La hydropower reservoirs and in areas with favourable grid connection and power evacuation conditions. Continue studying and investing in BESS at substations and other suitable locations within the power system to ensure commissioning in 2027.

  5. Take the lead, in coordination with the Ministry of Finance, the Ministry of Justice and relevant agencies, in developing and promulgating mechanisms, policies and guidelines to accelerate BESS deployment. Encourage the integration of rooftop solar power systems for self-production and self-consumption with BESS in industrial parks and industrial clusters, particularly in northern Viet Nam. Deadline: December 2026.

  6. Direct ministries, sectors and local authorities to intensify electricity conservation, ensuring annual electricity savings of at least 3% of total national electricity consumption. During the peak hot-weather months of April through July, electricity savings must reach at least 10% of electricity consumption.

  7. Implement coordinated electricity demand-side management, load shifting and demand response programmes; curtail at least 3,000 MW of load during peak hours of the power system and reduce total system electricity losses to below 6%.

  8. Proactively coordinate with the Ministry of Agriculture and Environment to urgently implement the instructions of the Permanent Deputy Prime Minister set out in Official Dispatch No. 9678/VPCP-CN dated 23 September 2026 concerning a special mechanism for the temporary exemption from regulations on cooling-water discharge temperatures. Submit a report to the Prime Minister for consideration and decision, enabling the proactive dispatch of power plants to ensure electricity supply security in emergencies, in accordance with Clause 3, Article 53 of the Law on Electricity.

Measures to Ensure Electricity Supply for the 2028–2030 Period, the Prime Minister requires MOIT to:

  1. Hold direct working sessions with the leadership of the Ministry of Finance and the heads of Vietnam Electricity (EVN), Vietnam National Industry - Energy Group (Petrovietnam/PVN), and Vietnam National Coal and Mineral Industries Holding Corporation Limited (VINACOMIN/TKV) to review power generation and transmission grid projects that have been implemented, are under implementation or need to be invested in going forward. Agree on a list of projects to be assigned to state-owned groups to ensure an adequate electricity supply. Each project must be assessed in terms of implementation progress, expected commercial operation date, financing arrangements, outstanding obstacles and the authorities responsible for resolving them. Where necessary, consider proposing the use of the state budget to finance investment in certain urgent power projects and works. Report to the Prime Minister before 30 October 2026.

  2. Work directly with local authorities to develop detailed implementation plans and critical-path schedules for projects and works under their respective management, ensuring completion in accordance with the Adjusted Power Development Plan VIII. Clearly specify implementation milestones, commissioning dates and written commitments, and submit them to MOIT for consolidation, monitoring and supervision. Assess the feasibility of each project. Where a project cannot be completed on schedule, MOIT shall coordinate with the People’s Committee of the province or city concerned to consider and decide on an alternative solution. Matters beyond its authority shall be reported to the Prime Minister for consideration in accordance with applicable regulations.

  3. Take the lead, in coordination with relevant ministries and agencies, in reviewing and consolidating the proposed adjustments to the Adjusted Power Development Plan VIII, consulting and reaching agreement with local authorities before submitting the completed plan to the competent authorities for consideration and decision.

  4. Take the lead, in coordination with relevant ministries, agencies and local authorities, in urgently proposing emergency power projects and works in accordance with the capacity thresholds and delegated approval authority prescribed by electricity legislation, and submit them to the Prime Minister for approval in accordance with applicable regulations.

  5. Monitor and urge local authorities to expedite investment procedures and investor selection. Inspect and urge investors holding investment registration certificates to implement their projects in accordance with their committed schedules. Ensure that oversight does not lapse after investment approval, and take strict action against investors who delay implementation or violate their commitments. MOIT shall be accountable to the Government and the Prime Minister if projects included in the plan are not implemented or fail to enter operation and commence commercial exploitation on schedule.

Ensuring electricity supply for the 2027–2030 period to support economic development is a top-priority political task. MOIT must proactively fulfil its assigned responsibilities without waiting for direction from higher-level authorities, relying on others or shifting responsibility. Matters beyond its authority must be promptly reported to the competent authorities. As the state management agency responsible for energy and electricity, MOIT bears ultimate responsibility to the Government and the Prime Minister should electricity shortages occur under any circumstances.
