EVN Reports July Power Operations, Sets Priorities for August 2026

Power generation and supply

Total electricity generation and imports across the national power system reached 32.03 billion kWh in July 2026. In the first seven months of the year, total system output reached 203.57 billion kWh.

The generation mix during the first seven months was as follows:

• Hydropower: 47.37 billion kWh, accounting for 23.3%.

• Coal-fired power: 106.52 billion kWh, accounting for 52.3%.

• Gas turbines: 16.21 billion kWh, accounting for 8%.

• Renewable energy: 25.96 billion kWh, accounting for 12.8%, including 16.89 billion kWh from solar power and 8.06 billion kWh from wind power.

• Imported electricity: 7.21 billion kWh, accounting for 3.5%.

Customer services

In July, EVN continued to improve technical solutions to provide 100% of electricity services fully online and ensure synchronized connectivity with national databases.

On the National Public Service Portal, EVN has successfully put all 12 electricity services at Level 4 into the online environment. EVN is currently coordinating with C12 under the Ministry of Public Security to transition to a new portal. Four of the 12 services have been officially implemented, while the remaining eight are undergoing testing.

EVN also put its unified EVN Customer Care (EVN CSKH) application into operation on 15 June 2026, expanding customer service channels and providing customers with greater convenience.

Response to storms and natural disasters

Two major natural disasters occurred in July. Typhoon No. 1 (MAYSAK) made landfall in Quang Ninh on the night of 4 July, while flash floods and landslides triggered by heavy rainfall from 16 July affected the northwestern provinces, including Lai Chau, Lao Cai, Son La and Tuyen Quang.

The disasters damaged distribution networks and disrupted electricity supply to some customers. Meanwhile, the 500 kV and 220 kV transmission grids continued to operate safely without incidents.

In response to the severe weather conditions, EVN and the Northern Power Corporation directed their units to mobilize personnel and equipment to support the restoration of power facilities damaged by the storms and quickly restore electricity supply to affected customers.

Investment and construction

In July, EVN continued to direct and urge its member companies to implement power generation and grid projects in line with the 2026 plan, with particular attention to key projects identified in resolutions of the Party Committee's Standing Board of EVN and projects scheduled to start construction or be completed in the third quarter of 2026.

During the month, Government leaders and the Ministry of Industry and Trade held meetings with several localities on economic growth targets, the implementation of key power generation and grid projects, and the need to review and update the revised Power Development Plan VIII.

At the same time, EVN's leadership continued working with local authorities, the Ministry of Industry and Trade and the State Steering Committee to review project implementation and identify measures to accelerate power projects under the revised Power Development Plan VIII.

Power generation projects

1. Quang Trach 1 Thermal Power Plant: Equipment alignment and adjustment continued in preparation for commissioning. Unit 2 has completed the steam blowing process, with grid synchronization targeted for August 2026.

2. Quang Trach 2 LNG Thermal Power Project: Site surveys have been completed, with the technical design dossier expected to be finalized in the fourth quarter of 2026.

3. Tri An Hydropower Expansion Project: Acceptance procedures have been completed for the diversion channel cofferdam for flood protection. Excavation of the foundation pits for the intake and powerhouse has also been completed. Construction is continuing, with a focus on concrete works for the powerhouse and intake structure and reinforcement of the approach channel slopes.

4. Bac Ai Pumped-Storage Hydropower Project: Construction is progressing in line with schedule, with several work items ahead of plan.

Power grid projects

During the first seven months of 2026, EVN and its member companies started construction on 98 projects, including:

• 2 projects at 500 kV;

• 13 projects at 220 kV; and

• 83 projects at 110 kV.

They also commissioned 100 projects, comprising 5 projects at 500 kV, 13 projects at 220 kV and 82 projects at 110 kV.

Social welfare

Alongside its production, business and investment activities, EVN and its member companies contributed more than VND 22.9 billion to support people who have made contributions to the national revolution and participate in activities honoring and supporting war invalids and martyrs, in connection with the commemoration of the 80th anniversary of War Invalids and Martyrs Day (27 July 1947–27 July 2027).

EVN's key tasks for August 2026

Power generation and supply

In August, northern Vietnam enters the peak flood season and moves beyond the dry-season period. However, the maximum power demand (Pmax) in the northern region has fallen in August in each of the past two years.

To ensure electricity supply while striving to achieve the country's “double-digit” economic growth target in 2026, EVN has instructed its units to strictly and effectively implement tasks assigned under the directions of the Government and Prime Minister in Resolutions No. 168/NQ-CP and 169/NQ-CP dated 27 June 2026.

EVN has also instructed its units to strengthen disaster prevention and search-and-rescue preparations at the beginning of the 2026 storm season in accordance with EVN Notice No. 262/TB-EVN dated 30 July 2026.

For hydropower plants, EVN requires operators to regularly monitor weather and hydrological conditions, closely coordinate and exchange information with local authorities and relevant state management agencies, strengthen monitoring of dam and reservoir safety, and maintain downstream warning systems. Hydropower operators are also required to coordinate closely with the National Power System and Market Operator (NSMO) to use water resources efficiently and harmoniously.

For thermal power plants, EVN requires operators to:

• Ensure sufficient fuel and essential materials for safe, stable and continuous operation in the event of natural disasters, storms or transport disruptions.

• Strengthen inspection and monitoring of equipment and production lines.

• Proactively replace equipment at risk of abnormal failure.

• Strictly follow directions from the Prime Minister, the Ministry of Industry and Trade and EVN on fuel preparation, ensuring sufficient fuel for operation and inventories at required levels, both for current operations and the longer term.

• Closely coordinate with NSMO and arrange adjustments to planned maintenance schedules for generating units when appropriate.

Power transmission and distribution

The National Power Transmission Corporation (EVNNPT) is required to maintain the highest possible availability of transmission lines, equipment and protection relays, including shunt reactors used to support voltage regulation. EVNNPT will also continue reviewing and effectively implementing measures to minimize system incidents.

Power corporations in the regions and cities, together with provincial power companies, are required to:

• Develop specific plans and work with major electricity consumers to shift or adjust their loads in response to extreme conditions caused by prolonged periods of severe heat.

• Closely coordinate with NSMO in managing and forecasting electricity demand, assessing the impact of distributed generation—particularly self-produced and self-consumed rooftop solar power—as well as the development of electric vehicles.

• Promote electricity-saving and energy-efficiency measures, demand-side load shifting, and be prepared to mobilize customer-owned diesel generators when necessary.

• Closely coordinate with provincial and municipal People's Committees, government agencies, offices and local authorities to effectively implement electricity-saving programs and rooftop solar development measures in accordance with Prime Minister's Directive No. 10/CT-TTg dated 30 March 2026.

Investment and construction priorities

For power generation projects, EVN will focus on the following:

1. Quang Trach 1 Thermal Power Plant: Target commercial operation of both generating units in 2026.

2. Accelerate investment preparation for the Quang Trach 3 LNG Thermal Power Project.

3. Continue construction of the Tri An Hydropower Expansion Project and Bac Ai Pumped-Storage Hydropower Project in line with the third-quarter and full-year 2026 schedules.

4. Upgrade and improve flue-gas treatment systems at thermal power plants.

For the power grid, EVN will:

1. Strive to complete three 220–110 kV projects to ensure power supply and maintain progress on medium- and low-voltage projects serving APEC 2027.

2. Complete the 220 kV branch line connecting to Dai Mo 220 kV Substation.

3. Accelerate construction and commissioning of 110 kV feeders downstream of Vu Thu, Duong Kinh, Phu Tho 2, Yen Thuy and Thuy Nguyen 220 kV substations to reduce loading on nearby 220 kV transformers.

4. Complete the commissioning of the entire 305 MW energy storage system (BESS) capacity in August 2026./.
