Tuyen Quang Approves Investment Policy and Investor for 120 MW Hydropower Expansion Project

Under Decision No. 2018/QD-UBND issued by the Tuyen Quang Provincial People's Committee on 10 August 2026, the project has the following main objectives:

Provide reserve generation capacity for the power system.

Provide a fast and reliable backup power source when other power sources experience failures or are unable to meet sudden increases in demand.

Increase the availability of generation capacity to serve loads, particularly during peak hours.

Reduce the need for excess water discharge during the flood season.

Improve power system operation, including increasing generation capacity and peak-load energy supply, enhancing operational flexibility, improving reliability and safety, and reducing system costs.

The Tuyen Quang Hydropower Expansion Project is classified as a special-grade facility, with an installed capacity of 120 MW from one generating unit and average annual electricity output of approximately 76.63 million kWh. The project will be located in Na Hang Commune, Tuyen Quang Province.
The project will feature an expanded waterway system proposed on the right bank, comprising an approach channel, a tower-type intake structure, a water conveyance tunnel, a surge tank, a 120 MW surface powerhouse, a tailrace channel, a switchyard and auxiliary facilities, including construction and operation roads. The project will also include a 220 kV transmission line for grid connection.

According to the approved schedule, construction is scheduled to start in the fourth quarter of 2026, with construction completion and the commissioning of the expanded plant targeted for the fourth quarter of 2030.
The existing Tuyen Quang Hydropower Plant, formerly known as the Na Hang Hydropower Plant, is located on the Gam River in Na Hang Town, Na Hang District, Tuyen Quang Province.
The Tuyen Quang Hydropower Plant has a reservoir with up to 1.0 billion cubic meters of flood-control storage capacity for the Red River Delta and Hanoi.
Construction of the Tuyen Quang Hydropower Plant began on 22 December 2002, with an installed capacity of 342 MW and designed average annual electricity output of 1,329.55 million kWh. By 2008, all three generating units had been commissioned and connected to the national power grid./.
