EVN Signs Contract for Electromechanical Equipment Supply for Bac Ai Pumped-Storage Hydropower Project

Package No. 01TB-BA covers the supply of the project’s main equipment. The contractor selection process was conducted through open international competitive bidding in accordance with Vietnamese bidding regulations and the requirements of the project’s lenders. The Voith Hydro Shanghai–Powerchina Zhongnan Consortium was selected as the successful bidder based on its qualifications and experience. The contract is valued at VND 4,462.603 billion, with a contract implementation period of 51 months, in line with the overall project schedule.

The Bac Ai Pumped-Storage Hydropower Project is Vietnam’s first pumped-storage hydropower project. It is included in the National Power Development Plan for the 2021–2030 period, with a vision to 2050. EVN’s Members’ Council approved the investment project, which comprises four generating units with a total installed capacity of 1,200 MW. The project is financed through EVN’s equity and loans arranged by EVN from the German Development Bank (KfW), the European Investment Bank (EIB) and the French Development Agency (AFD).

Once operational, the project will supply electricity during peak-demand periods and help balance the power system’s load profile by pumping water to the upper reservoir during off-peak hours and generating electricity during peak hours. It will also provide frequency regulation and reactive power compensation to support power system stability.

Speaking at the signing ceremony, an EVN representative said the Bac Ai Pumped-Storage Hydropower Project was one of EVN’s key energy projects, with construction having commenced in 2025. During project preparation and implementation, EVN had received guidance and direction from the Government and the Ministry of Industry and Trade, along with support and coordination from the Khanh Hoa Provincial People’s Committee and local departments and agencies. This cooperation has contributed to the effective management of project progress and quality.

Under the project schedule, Unit 1 is expected to begin generating electricity in December 2029, followed by Unit 2 in April 2030, Unit 3 in August 2030 and Unit 4 in December 2030. The entire project is expected to be completed in May 2031.
