It is necessary to have a breakthrough mechanism for developing the rooftop solar power projects

 - Deputy Prime Minister Tran Hong Ha has just worked with leaders of the Ministry of Industry and Trade (MOIT) the Electricity of Vietnam (EVN), and a number of the relevant ministries and agencies to implement the goal in the Power Development Planning VIII (PDP VIII), which is 2030 Vietnam will have 50% of office buildings and 50% of residential houses use self-produce and self-consumption rooftop solar power projects (for on-site consumption, not selling electricity into the national electricity system).

Facing the difficult situation of electricity supply, in recent days, Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha have successively meetings to direct the solutions to ensure electricity supply in the dry season of 2023 and the coming time, especially for the Northern Region.

At the meeting on June 3, Deputy Prime Minister Tran Hong Ha directed MOIT and EVN to focus on researching and implementing synchronous solutions for electricity supply, especially the most effective implementation of saving measures. The Deputy Minister required MOIT and EVN to study and guide or propose to competent authorities in June 2023 synchronous mechanisms and policies, suitable with the legal regulations to deploy the rooftop solar power projects for the self-produce and self-consumption purposes (researching to install rooftop solar power projects for the State agencies, armed forces, non-business units, schools, hospitals, people's houses...) with ensuring efficiency and contributing to reducing difficulties in electricity supply in the near future.

On June 6, Prime Minister Pham Minh Chinh signed the Public Telegram No. 517/CD-TTg with much urgent guidance to effectively mobilize all resources, best efforts in directing and administering and synchronous, effective implementing solutions to ensure electricity supply; proactively build flexible scenarios to deal with difficulties flexible scenarios to deal with power supply difficulties; highly focus to effectively implement solutions on enhancing electricity saving, especially in June 2023.

Then on June 8, Deputy Prime Minister (DPM) Tran Hong Ha signed Directive No. 20/CT-TTg of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years.

In Directive DPM is required to salvage and mobilize resources to install and use rooftop solar power systems, and hot water heating systems from solar energy to reduce electricity consumption from the national electricity system.

At the meeting, MOIT and EVN leaders specifically reported on inadequacies, difficulties, and obstacles in the process of installing rooftop solar power systems according to Decision No. 13/2020/QD- TTg on the mechanism to encourage the development of solar power projects in Vietnam on April 6, 2020.

Representatives of the ministries and agencies participating in the meeting also analyzed and clarified the above inadequacies and limitations and proposed a way to remove them, sticking to the point of view in PDP VIII as a "priority and to have breakthrough policies for speeding up the development of solar power projects on people's and building roofs and, especially in areas at risk of power shortage such as the Northern region and self-produce and self-consumption solar power projects".

In conclusion of the meeting, the Deputy Prime Minister cleared: Solar energy and renewable energy have not been specified in legal documents and decrees, so there should be dynamic and creative mechanisms in pilot implementing the pilot projects. The immediate task is to have mechanisms and policies to overcome the shortcomings and limitations in Decision No. 13/2020/QD-TTg and make a breakthrough, in promoting the development of rooftop solar power projects.

Accordingly, the Deputy Prime Minister required MOIT to urgently propose to the Prime Minister to issue mechanisms and policies for encouraging investment and mobilizing the rooftop solar power resources to serve people's activities and agencies, offices, and enterprises.

The management agencies must create favorable conditions, provide technical and safe instructions, reduce taxes for manufacturers and importers of solar power equipment, and support people when shopping...

In particular, the Deputy Prime Minister noted that MOIT must acquire, inherits, and adjusts technical regulations and standards on the scale, scope, capacity, etc. to avoid the situation of taking advantage of solar power generation facilities for solar power enterprises to take advantage of the rooftop solar power projects.

On the other hand, to clarify and maximally simplify administrative procedures belonging to the jurisdiction of MOIT and ministries of Finance, Planning and Investment, Natural Resources and Environment, Public Security... At the same time, develop a suitable framework of the prices suitable for the amount of rooftop solar power to the grid.
