Establishment of the Council for Appraisal of the Adjustment of PDP VIII

According to this Decision, Deputy Prime Minister Bui Thanh Son is the Chairman of the Appraisal Council. Minister of Industry and Trade Nguyen Hong Dien is the Vice Chairman of the Appraisal Council.

Members of the Appraisal Council include:

1. Mr. Nguyen Hoang Long - Deputy Minister of Industry and Trade.

2. Mr. Bui The Duy - Deputy Minister of Science and Technology.

3. Mr. Huynh Chien Thang - Deputy Chief of the General Staff of the Vietnam People's Army, Ministry of National Defense.

4. Mr. Bui Trong The - Deputy Director of the Department of Economic Security, Ministry of Public Security.

5. Mr. Bui Viet Hung - Deputy Director of the Department of Investment, Ministry of Finance.

6. Mr. Le Tuan Anh - Director of the Department of Industrial and Service Economics, Ministry of Planning and Investment.

The appraisal council also includes members who are representatives of ministries and agencies:

1. Ministry of Agriculture and Rural Development.

2. Ministry of Natural Resources and Environment.

3. State Capital Management Committee at Enterprises.

4. State Bank of Vietnam.

5. Ministry of Transport.

6. Ministry of Justice.

7. Ministry of Construction.

8. Government Inspectorate.

9. Vietnam Electricity Group.

10. National Energy Industry Group.

11. Vietnam National Coal and Mineral Industries Holding Corporation.

12. National Power Transmission Corporation.

13. Hanoi Power Corporation.

14. Northern Power Corporation.

15. Central Power Corporation.

16. Southern Power Corporation.

17. Ho Chi Minh City Power Corporation.

18. Vietnam Gas Corporation - Joint Stock Company.

The reviewers are:

1. Mr. Ngo Tuan Kiet - Senior Researcher, former Director of the Institute of Energy Science - Vietnam Academy of Science and Technology, Director of the Institute of Energy Technology - Vietnam Union of Science and Technology Associations.

2. Mr. Nguyen Anh Tuan - former Deputy Director of the Institute of Energy, Vice President and General Secretary of the Vietnam Energy Association, Reviewer.

3. Mr. Nguyen Thai Son - former Chief of Office of the National Steering Committee for Electricity Development, Chairman of the Scientific Council of Vietnam Energy Magazine.

The Ministry of Industry and Trade is the standing agency of the Appraisal Council:

The responsibilities and powers of the standing agency of the Planning Appraisal Council shall comply with the provisions of Article 34 of Decree No. 37/2019/ND-CP dated May 7, 2019, of the Government.

The members of the Appraisal Council shall be responsible for organizing the appraisal of the Adjustment of the VIII Power Plan per the provisions of the law on planning. Prepare a report to submit to the Prime Minister and draft a decision for approval.

The Council operates part-time; ceases operations and dissolves itself after the Adjustment of PDP VIII is approved by the Prime Minister.

The operating budget of the Appraisal Council shall comply with the provisions of the law on planning, the law on state budget, and the law on public investment.

This Decision takes effect from the date of signing (February 11, 2025)./.
