The Prime Minister issued decision on "ceiling price" for importing wind power from Laos

 - The Prime Minister has just issued a document to agree with the proposal of the Ministry of Industry and Trade (MOIT) in principle on the ceiling price (maximum price) as 6.95 USCent/kWh for importing wind power from Laos. The average electricity price for the whole life of the project at the time of negotiation agreed between the Electricity of Vietnam (EVN) and investor must be not exceed this ceiling price.

 

This ceiling price has been applied to the projects  operating before 12/31/2025 and for the whole project life as 25 years. The electricity price is calculated in a position at Vietnam – Lao border where the transmission lines invested, constructed and operated by the stakeholders of each country come.

The Government also assigned MOIT to review and report to the Prime Minister for considering and deciding the ceiling price applied after 2025. At the same time, MOIT has comprehensive  responsibility for data, calculation results and guides for EVN on the approved ceiling price in order to ensure the efficiency and benefits of Vietnam.

Regarding the Monsoon group of wind power projects in Laos with a total capacity of 600 MW, at present, the investors already discussed and negotiated with EVN on the main contents of the power purchase agreement (PPA) and both sides agreed to continue negotiating the detailed clauses of PPA in period after approving the import policy.

The investors from Lao side have document for committing EVN on that the electricity price of the project should be not higher than the price framework of hydropower projects regulated by Vietnamese Prime Minister, and in principle the price for importing electricity from Laos to Vietnam is 6.95 USCent/kWh.
