2025 Offshore Wind Electricity Price Framework in Vietnam

 - The Ministry of Industry and Trade has approved the 2025 electricity tariff framework for offshore wind power plants in the Northern Gulf, South Central Coast, and Southern Sea regions of Vietnam.

According to Decision No. 1824/QĐ-BCT dated June 26, 2025, the Minister of Industry and Trade approved the electricity tariff framework for offshore wind power plants in 2025. The maximum electricity prices (exclusive of value-added tax) are determined by Point a, Clause 2, Article 1 of Circular No. 09/2025/TT-BCT dated February 1, 2025, with the following details:

  • Northern Gulf region: 3,975.1 VND/kWh

  • South Central Coast region: 3,078.9 VND/kWh

  • Southern Sea region: 3,868.5 VND/kWh

Based on the approved electricity tariff framework, Vietnam Electricity (EVN) and power generation units will proceed to sign power purchase agreements (PPAs) by the prevailing legal regulations on the methodology for determining electricity generation service prices as promulgated by the Ministry of Industry and Trade.

Previously, under Decision No. 988/QĐ-BCT dated April 10, 2025, the Ministry of Industry and Trade approved the 2025 electricity tariff framework for solar power plants in the three regions (North, Central, and South), with specific price levels as follows:

Ground-mounted Solar (without energy storage):

  • North: 1,382.7 VND/kWh

  • Central: 1,107.1 VND/kWh

  • South: 1,012.0 VND/kWh

Floating Solar (without energy storage):

  • North: 1,685.8 VND/kWh

  • Central: 1,336.1 VND/kWh

  • South: 1,228.2 VND/kWh

Ground-mounted Solar (with energy storage):

  • North: 1,571.98 VND/kWh

  • Central: 1,257.05 VND/kWh

  • South: 1,149.86 VND/kWh

Floating Solar (with energy storage):

  • North: 1,876.57 VND/kWh

  • Central: 1,487.18 VND/kWh

  • South: 1,367.13 VND/kWh

In addition, the technical specifications of the energy storage system (battery storage) used to calculate the maximum tariff within the electricity price framework for solar power plants integrated with energy storage are as follows:

  • Storage system capacity: At least 10% of the installed capacity of the solar power plant.

  • Storage/discharge duration: 2 hours.

  • Minimum charging energy ratio: At least 5% of the total electricity output of the solar power plant./.
