Lang Son Approves Investment Policy and Investor for 50 MW Dinh Lap 1.1 Wind Power Project

Under Decision No. 1438/QD-UBND issued by the Lang Son Provincial People's Committee on 7 August 2026, the project's main scale, investment capital and implementation schedule are as follows:
Project scale and investment capital
The project is expected to use approximately 32.5 hectares of land, including 17.5 hectares for long-term use and 15 hectares for temporary use.
The project will have a designed capacity of 50 MW and an operating term of 50 years.
The main construction works will include wind turbine foundations, wind turbine towers and auxiliary equipment, lightning protection and grounding systems, lighting and fire prevention and firefighting systems. The project will install one 110 kV transformer with a capacity of 63 MVA at the Dinh Lap 1.1 Wind Power 110 kV step-up substation and construct medium-voltage feeder lines connecting the wind turbines to the 33 kV feeder bay of the 110 kV step-up transformer at the Dinh Lap 1 Wind Power 110 kV substation.
The project's total investment capital is estimated at VND 2.192908 trillion, including VND 328.936 billion in investor equity and VND 1.863972 trillion in loans from credit institutions. Capital contributions and mobilization will follow the project's implementation schedule, with the investor's equity contribution required to comply with land regulations.
Implementation schedule and technology
The investment preparation phase is scheduled for the third quarter of 2026 to the second quarter of 2027, followed by the project implementation phase from the third quarter of 2027 to the third quarter of 2028. The project is scheduled for completion and commissioning in the fourth quarter of 2028.
The project will apply wind power generation technology, which is included in the list of technologies encouraged for transfer.
The project is eligible for investment incentives applicable to specially incentivized sectors, including renewable energy, and is located in an area with particularly difficult socio-economic conditions, in accordance with applicable regulations.
Responsibilities of provincial authorities
Under Decision No. 1438/QD-UBND, the Lang Son Provincial People's Committee assigned relevant departments and agencies responsibilities for facilitating and supervising the project.
1. The Department of Finance is responsible for the accuracy, completeness and validity of the project dossier, documents, data and appraisal contents submitted for approval. It will perform state management functions relating to investment, resolve issues within its authority or submit matters to competent authorities, and require the investor to provide a deposit or a bank guarantee for its deposit obligation to ensure project implementation.
2. The Department of Agriculture and Environment will guide the investor in completing procedures related to land, forestry and environmental matters; update relevant planning documents; and monitor and supervise the investor's compliance in the areas of land, forestry, environment and minerals. The department will also coordinate with relevant agencies to review and guide Dinh Lap and Kien Moc communes in registering land-use targets consistent with the project's requirements.
3. The Department of Industry and Trade will coordinate with relevant departments and local authorities to monitor, inspect and guide procedures related to construction, planning, construction management and other relevant specialized areas under its jurisdiction.
4. The Department of Construction will perform similar functions in construction and planning, while guiding and urging the People's Committees of Dinh Lap and Kien Moc communes to update the project and organize the preparation, appraisal and approval of adjustments to planning documents within their authority.
5. The Provincial Land Fund Development Center will coordinate with the People's Committees of Dinh Lap and Kien Moc communes and the investor to carry out compensation, support and resettlement in accordance with the approved plan and applicable regulations.
6. The People's Committees of Dinh Lap and Kien Moc communes will review and update construction planning based on the project's proposed routes and facility locations; coordinate investment, construction, land and environmental procedures; and carry out site clearance. They will also supervise project implementation, inspect land-lease eligibility conditions, monitor the project schedule and ensure that capital mobilization complies with land regulations.
7. Investor's obligations
- The Lang Son Provincial People's Committee requires the investor to fully comply with the approved investment policy and all commitments related to the project.
- The investor must advance funding for site clearance and coordinate with local authorities on compensation, support and resettlement. It must also provide funding to improve and expand sections of connecting roads required for project construction in accordance with the committed schedule.
- The investor is required to contribute sufficient equity and mobilize the necessary capital to ensure implementation in line with the approved schedule.
- Within three months from the date of the decision approving the investment policy, the investor must complete the required deposit or other security measures to guarantee implementation of the investment project in accordance with the Law on Investment. Failure to fulfill this obligation may result in the project being subject to termination under investment regulations.
- The investor must complete all required procedures and dossiers relating to investment, construction, planning, environment, minerals, land and forestry. Project implementation may only commence after all relevant conditions have been met and the required procedures completed.
- During project implementation, the investor must closely coordinate with the Department of Culture, Sports and Tourism and the People's Committees of Dinh Lap and Kien Moc communes to ensure that the project does not affect cultural heritage, including historical sites, in accordance with cultural heritage regulations.
- The investor is not permitted to transfer the project or sell or transfer shares in any form without written approval from the Lang Son Provincial People's Committee. In the event of a violation, the project may be terminated and the competent authorities will have no obligation to provide compensation./.
