Gia Lai Approves Investment Policy for 42 MW Ia Le 2 Wind Power Project

Once commissioned, the Ia Le 2 Wind Power Plant is expected to add clean electricity to Vietnam's national power system, increase local budget revenues, create employment opportunities, promote industrial development, and contribute to the socio-economic growth of Gia Lai Province.
Project Highlights
- Installed capacity: 42 MW.
- Expected annual electricity generation: approximately 123,780.8 MWh.
- Grid connection: The project will be connected to the national grid at the 220 kV voltage level via the Pleiku 2 – Krong Buk 220 kV transmission line.
- Land use: Approximately 27.3 hectares, including 14.7 hectares for permanent use and 12.6 hectares for temporary construction purposes.
Total estimated investment: VND 1.468 trillion, of which 30% will be financed by the investor's equity and 70% through mobilized capital.
Project Schedule
- According to the provincial authority, from September 2026 to February 2027, the project will complete sector-specific procedures, prepare and appraise the feasibility study report, finalize the Power Purchase Agreement (PPA), complete the technical design, and carry out land acquisition, compensation, site clearance, land allocation, and land lease procedures.
- Construction is scheduled to commence in March 2027, with commercial operation targeted for March 2028.
Key Requirements for Project Implementation
1. To ensure compliance with applicable regulations, the Gia Lai Provincial People's Committee has required relevant authorities to review project boundaries, resolve any planning overlaps, and complete compensation, site clearance, land allocation, land leasing, and land-use conversion procedures in accordance with the law.
2. The selected investor must also coordinate with military and public security authorities on national defense and security matters, comply with technology transfer and workforce training requirements, and must not transfer the project or any ownership interest without prior written approval from the Provincial People's Committee.
3. Notably, the provincial government has encouraged the investor, in coordination with relevant authorities, to shorten the project implementation schedule by three to six months compared with the approved timeline to bring the project into operation earlier and maximize investment efficiency.
4. Furthermore, construction may only commence after all legal procedures relating to planning, land, construction, environmental protection, mineral resources, forestry, and other relevant regulations have been fully completed.
5. Relevant provincial departments and local authorities will be held accountable should construction begin before all statutory requirements are satisfied.
