Ca Mau Approves Investment Policies and Investors for Four Wind Power Projects

The following projects were approved under Decisions No. 3124, 3125, 3126 and 3127, respectively, all dated August 18, 2026.
1. Dong Hai 3 Wind Power Plant Project (Phase 2)
Under Decision No. 3124, the People’s Committee of Cà Mau Province approved the investment policy for the Dong Hai 3 Wind Power Plant Project (Phase 2) and approved Dong Hai Ca Mau Renewable Energy Joint Stock Company as the investor. The project is located in Ganh Hao Commune, Cà Mau Province.
The project will have an onshore wind power capacity of 50 MW, comprising 10 wind turbines. The turbines will have hub heights ranging from 140 to 150 meters, with an approximate capacity of 5 MW each.
The project will include one 35/110 kV transformer substation with a total capacity of 1 × 63 MVA, connecting the generated electricity to the national 110 kV power grid.
The connection plan calls for connection to the 110 kV busbar of the Dong Hai 3 Wind Power Plant (Phase 1) substation. The project will share the 110 kV transmission line connecting the 110 kV substation of the Dong Hai 3 Wind Power Plant (Phase 1) to the 110 kV busbar of the Dong Hai 110 kV substation.
The project will use 17 hectares of permanent land and 6.15 hectares of temporary land. Total investment is estimated at more than VND 1.769 trillion. The project will have an operating term of 49 years, starting from the date on which the competent authority decides to allocate or lease land to the investor.
Construction is expected to begin in Q3-Q4 2027, with the project scheduled to be completed and put into operation in Q3-Q4 2028.
2. Dong Hai 13 Wind Power Plant Project (Phase 2)
Under Decision No. 3125, the People’s Committee of Cà Mau Province approved the investment policy for the Dong Hai 13 Wind Power Plant Project (Phase 2) and approved Dong Hai Ca Mau Energy Joint Stock Company as the investor. The project is located in Dong Hai and Long Dien communes, Cà Mau Province.
The project will have an onshore wind power capacity of 70 MW, comprising 14 wind turbines with hub heights ranging from 130 to 150 meters and an approximate capacity of 5 MW each.
The project will include one 35/220 kV transformer substation with a total capacity of 1 × 85 MVA, connecting to the national 220 kV power grid.
Under the connection plan, the project will connect to the 220 kV substation of the Dong Hai 13 Wind Power Plant, using the shared transmission line from the Dong Hai 13 substation to the Giai Rai 220 kV substation, or through a tap connection to the 220 kV transmission line from the Dong Hai 13 Wind Power Plant to the Giai Rai 220 kV substation.
The project will use 24.5 hectares of permanent land and 7.9 hectares of temporary land. Total investment is estimated at more than VND 2.476 trillion. The project will have an operating term of 49 years, starting from the date on which the competent authority decides to allocate or lease land to the investor.
Construction is expected to begin in Q3-Q4 2027, with the project scheduled to be completed and put into operation in Q3-Q4 2028.
3. Dong Hai 1 Wind Power Plant Project (Phase 4)
Under Decision No. 3126, the People’s Committee of Cà Mau Province approved the investment policy for the Dong Hai 1 Wind Power Plant Project (Phase 4) and approved Western Wind Power Joint Stock Company as the investor. The project is located in Dong Hai Commune, Cà Mau Province.
The project will have an onshore wind power capacity of 50 MW, comprising 10 wind turbines with hub heights ranging from 130 to 150 meters and an approximate capacity of 5 MW each.
The project will include one 35/220 kV or 35/110 kV transformer substation with a total capacity of 1 × 63 MVA, connecting to the national 220 kV or 110 kV power grid, respectively.
Under the connection plan, the project will connect to an expanded feeder bay of the Dong Hai 13 Wind Power Plant’s 220 kV substation, sharing the 220 kV transmission line connecting the Dong Hai 13 220 kV substation to the Giai Rai 220 kV substation.
Alternatively, the project may connect to the Hoa Binh 2 110 kV switching station under the Dong Hai 1 Wind Power Plant, sharing the 110 kV connection line from the Hoa Binh 2 switching station to the Dong Hai–Hoa Binh 110 kV transmission line.
The project will use 17.5 hectares of permanent land and 6.2 hectares of temporary land. Total investment is estimated at VND 1.8 trillion. The project will have an operating term of 49 years, starting from the date on which the investor is allocated or leased land, or permitted to change the land-use purpose in accordance with regulations.
Construction is expected to begin in Q3-Q4 2027, with the project scheduled to be completed and put into operation in Q3-Q4 2028.
4. An Phuc Dong Hai Wind Power Plant Project
Under Decision No. 3127, the People’s Committee of Cà Mau Province approved the investment policy for the An Phuc Dong Hai Wind Power Plant Project and approved Dong Hai Ca Mau Wind Power Joint Stock Company as the investor. The project will be located in Dinh Thanh, An Trach and Phong Thanh communes.
The project will have a designed onshore wind power capacity of 40 MW, comprising eight wind turbines.
For grid connection, the project will connect to the 110 kV busbar of an expanded feeder bay at the Giai Rai 220 kV substation.
The project will construct a new double-circuit 110 kV transmission line from the An Phuc Dong Hai Wind Power Plant substation to the 110 kV busbar of the Giai Rai 220 kV substation. The line will use 2 × ACSR 330 conductors and have an approximate length of 14 km.
The project will also include one 35/110 kV step-up transformer substation with a total capacity of 1 × 63 MVA.
The project will use 13.7 hectares of permanent land and 5.09 hectares of temporary land. Total investment is estimated at more than VND 1.414 trillion. The project will have an operating term of 49 years, starting from the date on which the investor is allocated or leased land, or permitted to change the land-use purpose in accordance with regulations.
Construction is expected to begin in Q3-Q4 2027, with the project scheduled to be completed and put into operation in Q3-Q4 2028./.
