Ha Tinh approves the investment policy of the Ky Anh Wind Power Plant project

The project is implemented in Ky Xuan, Ky Anh and Ky Khang communes, including the land and sea surface. With a total expected investment capital of VND 17,051 billion, the project has an operation term of 50 years from the date of allocation and lease of land and water surface by the State.
According to the design, the plant has a capacity of 400 MW, producing about 1,053.3 GWh/year, equivalent to a capacity factor of 30.1%. The project uses about 5.5 hectares of land with a fixed term, 825 hectares of water surface and 19 hectares of temporary land and 94 hectares of temporary water surface.
The plant will install 47 wind turbines with a capacity of 5 – 8.5 MW each. The connection system is designed with a 66/500 kV - 2x250 MVA booster station, combining a dual-circuit 500 kV line connected to a 500 kV circuit 3 line, ensuring transmission capacity.
Implementation progress: complete documents and procedures by the third quarter of 2026; start construction in the fourth quarter of 2026 and put the entire project into operation in the fourth quarter of 2028.
The Provincial People's Committee assigned the Department of Industry and Trade to be the focal point for inviting interest, organizing the selection of investors and appraisal of the feasibility study report. The Department of Finance is responsible for appraising bidding documents, investor selection results and advising the Provincial People's Committee for approval in accordance with regulations. Relevant departments and branches, together with the People's Committees of Ky Xuan, Ky Anh, and Ky Khang communes, are responsible for coordinating, creating conditions, removing difficulties, and ensuring the implementation progress.
The selected investor must commit to fully comply with the law on planning, investment, construction, land, environment, electricity, forestry, taxation, fire protection and security and order. At the same time, the process of making feasibility study reports, detailed planning, environmental impact assessment... must closely coordinate with the authorities, ensure efficiency and be on schedule.
