At the headquarters of the Ministry of Industry and Trade (MOIT), Vice Minister Nguyen Hoang Long recently chaired a meeting with Copenhagen Infrastructure Partners (CIP – Denmark) to discuss the progress of the South Central Offshore Wind Power Project No. 1 and future cooperation directions. At the meeting, CIP representatives provided an update on the cooperation progress between CIP and the Vietnam National Industry – Energy Group (PVN) in developing offshore wind power projects in the South Central region.

The Ministry of Industry and Trade has approved the 2025 electricity tariff framework for offshore wind power plants in the Northern Gulf, South Central Coast, and Southern Sea regions of Vietnam.

Within the framework of Singaporean Prime Minister Lawrence Wong's official visit to Vietnam (from March 25-26, 2025), Minister of Industry and Trade Nguyễn Hồng Diên and Singapore’s Second Minister for Trade and Industry exchanged several important cooperation documents, including an agreement on offshore wind power trade between the two countries.

Proposing pilot options for offshore wind power investment in VietnamThe Ministry of Industry and Trade (MOIT) has just submitted a report to the Government on implementing pilot research to develop offshore wind power projects. The proposed options are to assign EVN, PVN, or a unit under the Ministry of National Defense. Foreign and private investors only do so after a comprehensive assessment of the pilot projects and the legal document system is completed.

In Hanoi, Deputy General Director of Electricity of Vietnam (EVN) Nguyen Tai Anh just had a working meeting with the Mitsui Company (Japan) led by the Deputy General Director of Block 1 (Asia), Sales Department for infrastructure projects, a Member of Hai Long Project Management Board - Mr. Ryo Zushiden.

The Ca Mau Department of Industry and Trade (CMDOIT) has just submitted a document proposing the Ministry of Industry and Trade (MOIT) consider Ca Mau province to develop 41 new power projects including 29 onshore, near-shore and offshore wind power projects; 10 gas power and other power projects and 2 wind and solar power projects for hydrogen production.

Offshore wind power - a new generation of green energy – has a history of development over the past 30 years in Denmark, the United Kingdom, Germany, China, and the United States. After the Cop 26 Summit Conference in 2020 (in the UK), the Global Offshore Wind Alliance (GOWA) has been formed. The offshore wind power development is rapidly increasing in the world, currently standing at 57 GW and impossibly reaching 500 GW by 2040 and 1,000 GW by 2050. Vietnam has an economic and technical potential for offshore wind power which is over 600 GW and attracts many investors. To develop sustainably of the offshore wind power industry, it is essential to executive on research and establish a legal framework to promote offshore wind power development (laws, national offshore wind power strategies, and related policy documents, etc).

With the wave of investment in near shore and offshore wind power, HD Wind Joint Stock Company (HDwind) was established - specializing in providing technical services for the green energy industry, especially wind power.

On the morning of February 10, during the official visit to Singapore, Prime Minister Pham Minh Chinh received Mr. Tow Heng Tan - Vice Chairman of the Management Council of Sembcorp Group and witnessed the ceremony for handing a joint development cooperation agreement between Sembcorp and a partner of the PetroVietnam (PVN) in developing the offshore wind power projects for exporting to Singapore.

Binh Dinh Provincial People's Committee (PPC) in coordination with the German Chamber of Industry and Commerce in Vietnam to organize a conference to stimulate investment of German enterprises in Binh Dinh province. At this event, Binh Dinh PPC and German PNE AG signed a memorandum of understanding (MOU) on Binh Dinh offshore wind power projects with a total capacity of 2.000 MW and a total investment of 4.6 US$ billion.
