Cooperation Status between CIP and PVN in the South Central Offshore Wind Power Project No. 1

 - At the headquarters of the Ministry of Industry and Trade (MOIT), Vice Minister Nguyen Hoang Long recently chaired a meeting with Copenhagen Infrastructure Partners (CIP – Denmark) to discuss the progress of the South Central Offshore Wind Power Project No. 1 and future cooperation directions. At the meeting, CIP representatives provided an update on the cooperation progress between CIP and the Vietnam National Industry – Energy Group (PVN) in developing offshore wind power projects in the South Central region.

The meeting marked an important step forward in Vietnam–Denmark cooperation on renewable energy, particularly offshore wind, a key pillar of Vietnam’s energy transition and net-zero ambitions.

According to information shared at the meeting, the South Central Offshore Wind Power Projects 1.1 and 1.2 have a total installed capacity of approximately 1,000 MW. These projects are included in the list of offshore wind power projects under the adjusted Power Development Plan VIII and are identified as nationally important projects and key projects of the energy sector (pursuant to Decision No. 2634/QD-TTg dated December 2, 2025, issued by the Prime Minister).

On August 8, 2025, PVN and CI GMF II Coöperatief U.A. (GMF II) – an entity managed by CIP – signed a Joint Development Agreement (JDA) for the offshore wind power project. Subsequently, on January 14, 2026, PVN received Decision No. 138/QD-BNNMT on sea area allocation issued by the Ministry of Agriculture and Environment.

Currently, PVN and CIP are carrying out preparatory steps for site surveys and the preparation of the Pre-Feasibility Study Report in accordance with legal regulations and Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development for the 2026–2030 period.

At the meeting, CIP representatives also shared their perspectives and long-term commitment to contributing to Vietnam’s energy transition, expressing their desire to continue receiving guidance and support from the Ministry of Industry and Trade for the Group’s investment activities.

Vice Minister Nguyen Hoang Long welcomed the CIP delegation to Vietnam in early 2026. He highly appreciated the Danish enterprise’s long-standing partnership in the development of Vietnam’s energy sector, as well as the cooperative relationship between Vietnam and Denmark.

Since November 2023, the two countries have upgraded their relations to a Green Strategic Partnership. Under this framework, the Danish Government has supported Vietnam through the Vietnam–Denmark Energy Partnership Programme (DEPP), contributing to the development of a low-carbon roadmap for the energy sector, in line with Vietnam’s Nationally Determined Contributions (NDCs) and enhanced greenhouse gas emission reduction targets.

The Ministry of Industry and Trade acknowledged the cooperative efforts between PVN and CIP in signing and implementing the JDA, as well as the allocation of sea areas to PVN for project implementation. The Ministry supports the development plan of the South Central Offshore Wind Power Project No. 1 and requested that CIP closely monitor and comply with Vietnam’s current laws, decrees, and planning frameworks to ensure effective, timely, and legally compliant project implementation.

Vice Minister Nguyen Hoang Long also highlighted several challenges and key considerations for CIP and PVN, including:

1/ Offshore wind power is a new sector in Vietnam, and the legal and regulatory framework has not yet fully addressed or provided comprehensive guidance for all stages of project preparation and development.

2/ The grid connection and capacity evacuation solutions have not yet been clearly defined, which may affect the completion of technical documentation, financial arrangements, and the overall implementation schedule.

3/ Infrastructure supporting offshore wind power development (such as seaports and specialized service complexes) currently does not meet project requirements. Renovation, upgrading, or construction of new infrastructure is urgently needed to achieve offshore wind development targets outlined in Power Development Plan VIII.

At the meeting, PVN proposed that the Ministry of Industry and Trade promptly finalize and issue detailed guidelines for offshore wind power development; consider applying oil and gas management models to offshore wind project management; and flexibly address issues arising during project implementation. In addition, PVN requested the Ministry to direct relevant agencies to urgently determine grid connection and capacity evacuation plans, including connection points, grid scale, investment responsibility allocation, and synchronized implementation schedules.

The meeting marked an important continuation in the cooperation process between Vietnam and Denmark in the field of renewable energy, particularly offshore wind power - a sector expected to play a pivotal role in Vietnam’s energy transition and in achieving its net-zero emissions commitment in the coming period./.
