Resettlement Project Launched for Ninh Thuan 1 Nuclear Power Plant

 - On the morning of January 15, 2026, Deputy Prime Minister Bui Thanh Son attended the launch ceremony of Subproject 1: Population relocation, resettlement, and site clearance for the Ninh Thuan 1 Nuclear Power Plant, held in Khanh Hoa Province.

According to the Khanh Hoa Provincial People’s Committee, the total capital required for population relocation, resettlement, and site clearance for both the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants is estimated at approximately VND 12.392 trillion.

For the Ninh Thuan 1 Nuclear Power Plant, the Khanh Hoa Provincial People’s Committee has approved the resettlement and site clearance project, which will be implemented in Phuoc Dinh Commune, with the provincial Construction Investment Project Management Board acting as the project owner.

The project has a total investment of more than VND 6.699 trillion. Of this amount, compensation, site clearance, and support costs account for VND 5.280 trillion, construction costs exceed VND 1.082 trillion, and the remainder covers other related expenses.

In terms of scale, the project comprises multiple large-scale and integrated components. For technical infrastructure in the resettlement area, investments will include a road network with a total length of over 12,186 meters; land leveling for a resettlement area covering 41.77 hectares; 5.98 hectares of green parks; as well as power supply systems, public lighting, and underground technical utilities.

Notably, the project will also include the construction of a fishing vessel anchorage capable of accommodating 150 boats, along with a breakwater and protective embankments for the resettlement area, extending a total length of 900 meters.

Regarding social infrastructure, essential public facilities will be developed in a synchronized manner, including the Phuoc Dinh Commune Administrative Center, primary and lower secondary schools, a kindergarten, a communal health station, Vinh Truong village market, a cultural center, community halls, and religious and spiritual structures such as shrines, communal houses, temples, and mausoleums.

Speaking at the ceremony, Deputy Prime Minister Bui Thanh Son emphasized that to meet the country’s development requirements in a new era, Vietnam must develop strategic energy sources, with electricity demand expected to grow by 15–18%, alongside the expansion of green, clean, and low-emission power generation.

Based on this strategic orientation, the National Assembly has approved the policy to continue investing in nuclear power plants, together with special mechanisms and policies for the construction of the Ninh Thuan Nuclear Power Project. These include the highest-level compensation, support, and resettlement policies for people affected by land acquisition and relocation.

To achieve the target of completing the construction of the Ninh Thuan Nuclear Power Project, with a total capacity of 4,000 MW, by December 31, 2030, or no later than December 31, 2031, the Deputy Prime Minister stressed the need for strong, coordinated, and decisive action across the entire political system, as well as unity and high determination from the people, particularly residents in the project area.

According to the Deputy Prime Minister, the launch of Subproject 1 is a particularly significant milestone, serving as a crucial foundation for the upcoming construction of the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants.

He highly praised the determination and efforts of central ministries and agencies, the strong leadership of the Khanh Hoa Provincial Party Committee, and especially the support and consensus of residents in Phuoc Dinh and Vinh Hai communes, who have relocated their homes and handed over land to facilitate project implementation.

The Deputy Prime Minister requested that the Khanh Hoa Provincial People’s Committee continue to effectively carry out communication and public outreach, urgently review, finalize, and transparently implement resettlement plans, ensuring correct beneficiaries and full compliance with State policies. At the same time, the province should focus on resolving remaining difficulties to ensure that relocated residents have stable new housing, well-developed essential infrastructure, and sustainable livelihoods that are equal to or better than their previous living conditions.

He also urged project owners and relevant units to accelerate construction progress while ensuring safety, aesthetics, investment efficiency, and an environment that is bright, green, clean, and beautiful. Relevant ministries and agencies were asked to proactively coordinate with the Khanh Hoa Provincial People’s Committee to provide timely guidance, allocate resources, remove obstacles, and closely monitor resettlement progress in line with the overall schedule of the Ninh Thuan Nuclear Power Project.

The Deputy Prime Minister called on all levels of government, sectors, local authorities, businesses, and residents in the project area to uphold solidarity and make concerted efforts to complete assigned tasks according to the approved plan, in support of nuclear power plant construction. He affirmed that the Government will continue to support and create the most favorable institutional, regulatory, and policy conditions to ensure effective implementation of resettlement, project progress, and improved living standards for the people.

On this occasion, Deputy Prime Minister Bui Thanh Son also presented gifts to 30 households in the project area of the Ninh Thuan 1 Nuclear Power Plant./.
