The first meeting of the Steering Committee for the construction of Vietnam Nuclear Power Plant

 - On January 15, 2025, at the Government Office, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the Construction of Nuclear Power Plants chaired the Steering Committee's first meeting. Also attending were the deputy prime minister, minister of foreign affairs Bui Thanh Son, leaders of ministries, branches, agencies, and steering committee members.

After listening to the reports, opinions and concluding remarks, Prime Minister Pham Minh Chinh emphasized: The spirit of urgency in implementing the work, gradually perfecting while doing, not being perfectionist, and not being hasty, because the Party and State's policy on developing nuclear science and technology is very clear. In particular, the policy of building nuclear power plants aims to contribute to meeting the demand for clean electricity, especially with the target of double-digit GDP growth, electricity growth must be from 15-18%.

At the same time, in the new era of the nation, an era of strong, civilized and prosperous development, there must be breakthrough science and technology sectors and fields, including nuclear technology for peaceful purposes (including nuclear power, nuclear medicine, etc.).

The Prime Minister clearly stated the goal of completing the construction of the Ninh Thuan Nuclear Power Plant within 5 years, from which to determine the roadmap and work of each year so that by 2030, the 100th anniversary of the founding of the Party, we will have a nuclear power plant.

The Prime Minister emphasized that once there are goals and roadmaps, the mindset must be clear, the determination must be high, the efforts must be great, and the actions must be drastic and effective. Assign people, tasks, time, responsibilities, and products. Five-year plans, annual plans, and annual tasks must be developed. Relevant ministries, branches, agencies, and units must visualize and propose their specific tasks and duties to the Ministry of Industry and Trade for synthesis.

Some works need to be done immediately, the Prime Minister requested the Ministry of Industry and Trade to urgently adjust and supplement necessary plans, to be completed before February 28.

Regarding human resources, Vietnam currently has about 400 employees in the nuclear power sector, EVN and agencies need to immediately focus on this workforce and, at the same time clearly identify training needs and report and propose immediately.

It is necessary to form a specialized, professional apparatus to implement the first nuclear power plant project and prepare for other projects in the future. Review and report to competent authorities on specific mechanisms, perfecting institutions on tax, credit, land, attracting human resources, etc.

Regarding infrastructure preparation, the Prime Minister assigned Ninh Thuan province as an investor, calling for a public-private partnership, attracting investment... to exploit Thanh Son Airport (Ninh Thuan) for civil use. Accordingly, it is necessary to prepare infrastructure for transportation, electricity, water, culture, education, and sports... to meet the needs of building factories and serving the human resources to implement the project. Propose and implement work related to site clearance, and policies for people to give up their land for the project.

The Prime Minister assigned the agencies to cooperate with the International Atomic Energy Agency (IAEA).

The Prime Minister asked the members of the Steering Committee to promote a sense of responsibility, promptly implement the work, continue to inherit the results achieved in the past and supplement them to suit the new situation and prepare for the 2nd meeting of the Steering Committee scheduled for mid-February 2025.

Previously, the Prime Minister signed Decision No. 72/QD-TTg dated January 10, 2025, on the establishment of the Steering Committee for the construction of a nuclear power plant. On the same day, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the construction of a nuclear power plant signed Decision No. 04/QD-BCĐĐHN dated January 10, 2025, promulgating the Regulations on the operation of this Steering Committee.

The Regulations on the operation stipulate the working and reporting regime, as well as the tasks and powers of the Head, Deputy Heads, members, and tasks of the Working Group assisting the Steering Committee...
