The General Secretary of the Communist Party To Lam inspected the site of the Ninh Thuan 1 NPP project

 - General Secretary To Lam and the Central working mission have just inspected the planned site of the Ninh Thuan 1 Nuclear Power Plant (in Vinh Truong village, Phuoc Dinh commune, Thuan Nam district). Here, the General Secretary requested Ninh Thuan province to focus on closely following the direction of the Central Government and guidance and support from ministries and branches to prepare well for the conditions for restarting Vietnam's first nuclear power project.

Quickly reporting the current status of land use in the project area and the planning of component projects of the nuclear power project, the Ninh Thuan Provincial Party Committee and People's Committee said: The total planned area for the construction of the Ninh Thuan 1 and 2 Nuclear Power Plants is 1,642.22 hectares. Particularly for the Ninh Thuan 1 project, the construction area is 883.68 hectares (of which the land area is 443.11 hectares, and the area used at sea is 440.57 hectares). There are 477 households/2,084 people subject to resettlement to implement the project.

During the project implementation, the province carried out compensation, site clearance, resettlement, and resettlement for Ninh Thuan 1 Nuclear Power Plant, which covers an area of 479 hectares and implemented 10 component projects serving resettlement.

After announcing the site planning, the Party Committee and authorities at all levels of Ninh Thuan province focused on propaganda and mobilization. The majority of people in the project area strictly followed the policies of the Party and State and unanimously and voluntarily agreed to relocate and hand over the site.

At the same time, Ninh Thuan province also sent 88 students to study nuclear technology in the Russian Federation. Up to now, 44 students have returned to the country and been introduced to jobs by EVN, 29 students have found jobs on their own, and 15 students have not returned to the country. However, in November 2016, the National Assembly stopped implementing the investment policy for the Ninh Thuan nuclear power project, which changed the growth and development scenarios of the province approved by the Prime Minister. Economic and social infrastructure and public welfare works in the two communes of Phuoc Dinh and Vinh Hai, and neighboring areas, were degraded due to lack of investment and waiting for handover to new residences. People in the project area faced many difficulties, spent a long time waiting, and longed to soon return to their new residences, and stabilize their lives and production.

To support people's lives and promote the province's socio-economic development (due to the impact of the policy to stop investing in the two Ninh Thuan nuclear power plants), the Government issued Resolution 115 implementing some specific mechanisms and policies to support Ninh Thuan province in developing its economy, society, stabilizing production and people's lives (period 2018-2023).

The Ninh Thuan provincial government also said that after the policy of restarting the Ninh Thuan Nuclear Power Plant, the province has promoted to the people a better understanding of the development of this power source in the coming time.

Through recent surveys and public opinion surveys, it has been shown that the majority of people support and highly agree with the policy of the Party and State on the construction of the Ninh Thuan Nuclear Power Plant.

For the project to be quickly implemented, Ninh Thuan province has proposed the Central Government the following contents:

1. Quickly determine the roadmap for the construction of the nuclear power plant.

2. Synchronously adjust the National Master Plan, Power Plan VIII, and national sectoral plans on nuclear power development.

3. Complete the legal system on nuclear power such as the Law on Atomic Energy (amended) to synchronize with specialized laws on construction, electricity, and environmental protection.

4. Complete the system of criteria and technical regulations on nuclear power investment to have a legal basis for implementing the following tasks.

5. Propose that the Central Government give the province a policy to soon adjust the planning of Ninh Thuan province (period 2021-2030, vision to 2050), supplementing the orientation for nuclear power development.

6. Continue to agree to allow the province to build a special mechanism for economic and social development of localities with nuclear power plants, in which priority is given to the mechanism for human resource development and key infrastructure.

Exchanging with the leaders of the Provincial Party Committee and People's Committee of Ninh Thuan province, General Secretary To Lam said: "In the world today, nuclear power is increasingly being chosen and developed by many countries. As for Vietnam, the demand for electricity consumption is an extremely urgent issue, forecast to continue to increase in the future.

Developing nuclear power sources will help diversify supply sources, ensure energy security, as well as transition to green energy, helping Vietnam achieve the goal of Net zero by 2050.

In particular, investing in nuclear power also creates opportunities for our country to develop high-quality human resources, enhance national science and technology potential, participate in the global nuclear power industry supply chain, etc. ... ". Therefore, General Secretary To Lam suggested that Ninh Thuan province should focus on closely following the direction of the Central Government, guidance and support from ministries and branches to well prepare the conditions for restarting Vietnam's first nuclear power project. In particular, it is necessary to proactively focus on several tasks as follows:

1. Well-implement compensation and site clearance work.

2. Urgently invest in essential infrastructure, and arrange resettlement areas and land for production to stabilize the lives of people affected by the project.

3. Step up propaganda and dissemination work, and create consensus and high unity among cadres, party members, and people of all walks of life during the implementation process.

“The policy to restart the Ninh Thuan nuclear power project is already in place. The people agree, so it is necessary to develop a plan to start working and implement it effectively.

Delay is a waste” - the General Secretary emphasized./.
