Approval of investment policy, investor of 500kV Lao Cai - Vinh Yen transmission line project

The 500 kV Lao Cai - Vinh Yen transmission line project aims to:
1. Transmit the power of hydropower plants in the Northwest region and neighboring provinces to the national grid.
2. Create strong links between regions in the power system, and increase the ability to operate safely and stably for the national power system.
3. Reduce power loss in the transmission grid, and increase the efficiency of EVN's electricity production and business.
4. Reserve the need to import electricity from China.
The project is in Lao Cai, Yen Bai, Phu Tho and Vinh Phuc provinces.
The project scale includes:
1. Construction of a new 500 kV Lao Cai - Vinh Yen line (double circuit) approximately 228.92 km long.
2. Expansion of 2 more 500 kV bays at the Vinh Yen 500 kV transformer station to the Lao Cai 500 kV transformer station.
The project investment capital is approximately VND 7,010.74 billion. Of which, the total pre-tax investment capital is approximately VND 6,495.53 billion, expected to use equity capital (approximately VND 1,299.11 billion) accounting for 20% of the total pre-tax investment capital of the project and commercial bank loans (approximately VND 5,196.42 billion) accounting for 80% of the total pre-tax investment capital of the project.
The project's operating period is at least 40 years (from the date of the decision approving the investment policy and approving the investor).
The project will start construction in December 2025 and be completed within 6 months, striving to complete the energization and put the project into operation in May 2026.
In this Decision, the Government also clearly states the responsibilities of relevant agencies and organizations in implementing the investment project./.
