Approving the addition of power projects to the Plan for implementing the VIII Power Plan

 - Deputy Prime Minister Bui Thanh Son has just signed Decision No. 1682/QD-TTg, dated December 28, 2024, approving the addition and update of the Plan for implementing the National Power Development Plan for 2021-2030, with a vision to 2050. This Decision issues an appendix to supplement and update the list of power source projects (in Appendix III) and transmission grids (in Appendix V) of Decision No. 262/QD-TTg dated April 1, 2024.

Specifically, the Government approved the addition and update of the list of types of power sources and grids to be operated in the coming period as follows:

  1. In the list of medium and large hydropower plants: Adjusting the operation phase of Dak Mi 1 Hydropower Plant (Kon Tum province), capacity 84 MW (operation phase 2026-2030).

  2. In the list of pumped storage hydropower projects: Adjust the operating phase of Bac Ai Pumped Storage Hydropower Plant (Ninh Thuan province), capacity 1,200 MW (operation phase 2026-2030).

  3. The List of flexible power plant projects: Flexible Power Plant (Ninh Binh province), capacity 300 MW (operation phase 2026-2030).

  4. In the list of onshore wind power projects (onshore and nearshore), the following projects are adjusted:

- Xuyen Moc nearshore wind power plant phase 2 (Ba Ria - Vung Tau province), capacity 47 MW

(operation phase 2026-2030).

- Thien Long Ngan Son wind power plant (Bac Kan province), capacity 130 MW (operation phase 2026-2030)

- VPL Ben Tre Wind Power Plant Phase 1 (Ben Tre Province), capacity 4.2 MW (operation phase 2023-2025).

- Van Canh Binh Dinh Wind Power Plant (Binh Dinh Province), capacity 143 MW (operation phase 2026-2030)…

5. The List of additional and updated small hydropower projects:

- Boc Bo Hydropower Plant (Bac Kan Province),

capacity 3.4 MW (operation phase 2026-2030).

-Song Vo Hydropower plant (Tinh Binh Dinh), cong suat 0,57MW (operation 2026-2030)-

- Van Hoi Hydropower Plant (Binh Dinh Province), capacity 1.25 MW (operation phase 2026-2030).

- Ma Thi Ho Hydropower Plant (Dien Bien Province), capacity 11 MW (operation phase 2026-2030).

- Nam He Ha Hydropower Plant (Dien Bien Province), capacity 6 MW (operation phase 2026-2030).

- Nam He Thuong 1 Hydropower Plant (Dien Bien Province), capacity 5 MW (operation phase 2026-2030).

- Giao An 2 Hydropower Plant (Ha Tinh province), capacity 13.6 MW (operation phase 2026-2030)…

6. The List of additional and updated biomass power projects:

- An Giang 1 Biomass Power Plant (An Giang province), capacity 50 MW (operation phase 2026-2030)…

- Nui To 1 Biomass Power Plant (Tinh An Giang) 20 MW (operation 2026-2030)

- Bac Kan 1 Biomass Power Plant (Bac Kan province), capacity 35 MW (operation phase 2026-2030).

NMDSK Dong Thap Biomass Power Plant (Tinh Dong Thap), cong suat 10 MW (operation 2026-2030)

7. The List of power plants of garbage:

- Garbage Power Plant Bac Giang (Tinh Bac Giang), cong suat 25 MW, (operation 2026-2030)

- Garbage Power plant Long My phase 1 (Binh Dinh), (capacity 15 MW, operation 2026-2030)

- Soc Son Garbage Power Plant (Ha Noi, 90MW), (operation 2024-2025)

8. Khanh Hoa Battery storage system includes: Pilot battery storage system (Khanh Hoa Province), capacity 7 MW (operation phase 2026-2030)

9. Adjustment of the list of newly built 220 kV transformer stations: In the North, Phu Binh 2 transformer station will be newly built, with a capacity of 750 MVA

10. Adjustment of the list of newly built 220 kV transmission lines including:

- Phu Binh 2 transmission line - Thai Nguyen branch to Bac Giang

- Truong Son - Do Luong wind power line and expansion of 2 bays of 220 KV at Do Luong 220 kV transformer station

- Savan 1 wind power line - Lao Bao 220 kV transformer station (section in Vietnam) and expansion of bays at Lao Bao 220 kV transformer station.

The Decision clearly states that localities need to continue reviewing the implementation of inspection conclusions for projects included in the inspection conclusions and legal issues of each project related to overlapping planning during the implementation process.

.For projects that overlap with other planning, localities need to consult relevant agencies according to regulations before approving/granting investment licenses. They must ensure that each project is only implemented when all legal problems, overlapping with other planning have been resolved and are in compliance with legal regulations. This Decision takes effect from the date of signing and promulgation. Its other contents remain the same as Decision No. 262/QD-TTg, dated April 1, 2024./.
