The establishment of the State Steering Committee for important national and key energy projects

 - Prime Minister Pham Minh Chinh has just signed Decision 1447/QD-TTg dated November 22, 2023, to establish the State Steering Committee for important national and key energy projects.

Establishing the State Steering Committee for important national and key energy projects (Steering Committee), to perform the function of helping the Prime Minister (PM) research, direct and coordinate to solve important, interdisciplinary works in implementing the important national programs and key energy projects.

Deputy Prime Minister Tran Hong Ha is the Head of the Committee. The Deputy Heads of the Committee include the Minister of Industry and Trade Nguyen Hong Dien (Standing Deputy Head) and the chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh.

The Committee members include the standing Member is the Deputy Minister of Industry and Trade (in charge of the energy sector).

The Committee Members:

- The Leaders of ministries: Planning and Investment, Science and Technology, Transport, Agriculture and Rural Development, Information and Communications, Natural Resources and Environment, Finance, Foreign Affairs, Construction, Justice, Public Security, National Defense; leaders of the State Bank of Vietnam and leader of the Government Office.

- A leader of the Science, Technology, and Environment Committee of the National Assembly.

- Chairman of People's Committees of provinces and cities that have the national important and key energy projects in their areas.

- Chairmen and General Director of the Electricity of Vietnam (EVN).

- Chairmen and General Director of Vietnam Oil and Gas Group (PVN).

- Chairmen and General Director of Vietnam Coal and Mineral Industry Group (Vinacominn).

Depending on the actual situation, the Head of the Steering Committee may invite additional leaders of several ministries, branches, and agencies to participate as members of the Steering Committee, or request leaders of ministries, branches, agencies, and localities to attend.

The duties and powers of the Steering Committee:

The Steering Committee is researching and proposing to PM the directions and solutions for solving the important interdisciplinary works for hastening the progress of the programs and key energy projects.

2. Helping PM to direct, inspect coordinate, supervise, and speed up the relevant ministries, agencies, and localities to carry out investment tasks and develop important national programs and key energy projects by resolutions of the National Assembly, the Government, and decisions and guiding documents of PM.

3. Helping the PM to urge and direct the implementation of important national programs and key energy projects. Directing the relevant ministries, agencies, and localities to carry out the following tasks:

Firstly: Organizing and implementing the plans to deploy works and projects according to assigned functions and tasks. Coordinating closely and effectively in advising and proposing solutions and measures to implement works and projects. Timely report difficulties and problems beyond authority and propose solutions for the PM to consider and decide.

Secondly: Directing, inspecting, and urging the investors of works and projects, consulting organizations, and contractors to carry out the tasks identified in the approved Planning and Plans. The investment policy of works, projects, or approval decisions of each component project to ensure construction progress and quality of works.

Thirdly: Directing and urging the resolution according to authority of difficulties and problems related to site clearance of important national works and key energy projects.

Fourthly: Directing and urging relevant agencies, organizations, and units to implement key tasks, programs and projects under the Program on economical and efficient use of energy approved by PM approved in Decision No. 280/QD-TTg dated March 13, 2019.

The list of important national programs, works and key energy under the direction of the Steering Committee proposed by MOIT, is submitted to the Prime Minister for approval by the requirements of each stage.

The Ministry of Industry and Trade is the standing agency of the Steering Committee. Assisting the Steering Committee with an Office.

The Steering Committee is located at the Ministry of Industry and Trade. The Secretariat assisting the Steering Committee are leaders and civil servants working part-time at the Government Office./.
