Never the sustainable energy issue for developing the country has been hotter than recent time. In that context, on June 17, 2022, the Vietnam Energy Association (VEA) held a conference on "Mechanisms, policies, solutions for sustainable energy development in Vietnam" in Hanoi.

On April 26, at the Government Headquarters, Deputy Prime Minister (DPM) Le Van Thanh chaired a meeting of the Appraisal Council to appraise the National Power Development Planning period 2021 - 2030, with a vision to 2045 (PDP VIII) – A national sectorial special important planning in the national sectoral planning system.

The Government Office has just announced the conclusion of Deputy Prime Minister Le Van Thanh at an online conference with localities on finalizing the National Power Development Planning for the period 2021 - 2030, with a vision to 2045 (PDP VIII).

On April 7, 2022, in Hanoi, with the participation and chair of the Committee on Science, Technology and Environment of Vietnam National Assembly, the State Bank of Vietnam, the Climate change Department (Ministry of Natural Resources and Environment), Institute of Energy (Ministry of Industry and Trade - MOIT), Vietnamese and international organizations and enterprises… Scientific Council of Vietnam Energy Review organized a Vietnam Clean Energy Forum (The Second) with the Subject: "Towards carbon neutrality - Mechanisms, policies, technology and finance for wind, solar and gas power projects" and "Awarding TOP 10 Wind and Solar Power Investors with the best Technology, Equipment and Services in Vietnam in 2021”.

On the morning of April 03, Prime Minister (PM) Pham Minh Chinh presided over a meeting on electricity supply, coal and gas supply for power generation for ensuring a ‘great balance’ of energy in 2022 and the following years.

The Government Office has just issued an announcement No 55/TB-VPCP dated February 26, 2022, the conclusion of Deputy Prime Minister (DPM) Le Van Thanh at the meeting on the completion of the national power development planning in the 2021 – 2030 period and vision to 2045 (PDP VIII).

Deputy Prime Minister Le Van Thanh - Head of the National Steering Committee for Electricity Development has just signed Decision 126/QD-BCDQGDL dated December 22, 2021 on Operational Regulations of the National Steering Committee.

The Government has just issued Decree No. 114/2021/ND-CP, dated December 16, 2021, on managing and using the official development assistance (ODA) capital and concessional loans of the foreign donors (replacing Decree 56). Government Decree 114 is an important legal basis for approving investment in O Mon 3 Thermal Power Plant, the key to solve congestion of the Block B - O Mon gas power project chain for soon starting this important gas power source.

The Government Office has just issued an Announce No 308/TB-VPCP on the conclusion of Deputy Prime Minister (DPM) Le Van Thanh at the meeting with the Ministry of Industry and Trade (MOIT) about finalizing the Power Development Planning VIII (PDP VIII).

At present, in Vietnam many wind power projects (WPPs) deployed, but there is no sample contract pattern established for this type of projects, so WPP EPC contractors and turbine suppliers still have a lot of questions and it is necessary to study and complete.

The Ministry of Industry and Trade (MOIT) has just promulgated Circular No. 57/2020/TT-BCT (Circular 57) on the method for defining electricity generation prices and the order for checking power purchase agreement (PPA), and on amending and supplementing a number of clauses of the Circular No 57/2014/TT-BCT dated 19/12/2014 of MOIT minister on the method and order to formulating and promulgating the framework of electricity generation prices.

The Prime Minister (PM) has just issued Document No. 196 / TTg-CN dated February 18, 2021 to the Ministry of Industry and Trade (MOIT) on reporting the reviewing results of the wind power projects, appraisal for which has been completed.

The Vietnam Energy Association (VEA) has just sent a document to the Prime Minister, the Ministry of Industry and Trade (MOIT), the Electricity Regulatory Authority (ERA) and Vietnam Electricity (EVN) on “Adjusting peak power generation hours and tariff of avoided costs for small and medium hydropower projects in 2021”.

The Prime Minister's Decision No. 13/2020 / QD-TTg dated April 6, 2020 on the mechanism to encourage solar power development in Vietnam will expire after the date 31/12/2020 and so far there is no new Decision of the Prime Minister and the next guidance of the Ministry of Industry and Trade (MOIT) for these issues. Therefore, the EVN should stop receiving and solving requirements on connection and signing power purchase agreement (PPA) for the rooftop solar power projects developed after December 31, 2020 until the new guidelines from the competence authorities.

At present, the Ministry of Industry and Trade is directing to establish Energy Development Planning (EDP) in Vietnam for period 2021 – 2030 with a vision up to 2045.
