Strengthening the State Steering Committee for the key petroleum projects

According to this Decision, Mr. Le Van Thanh - the Deputy Prime Minister assigned as the Head of the Steering Committee. The Vice-Chairmen of the Staring Committee include:

1/ Mr. Nguyen Hong Dien - Minister of Industry and Trade assigned as the Staring Deputy Head.

2/ Mr. Nguyen Hoang Anh - Chairman of the Committee for Management of State Capital at Enterprises.

3/ Mr. Dang Hoang An - Deputy Minister of Industry and Trade.

4/ Mr. Le Quang Hung - Deputy Minister of Construction.

And 11 members.

Besides, depending on the actual situation, the Head of the Steering Committee may invite the leaders of a number of agencies (the Committees of the National Assembly, ministries, agencies and localities) to participate as members of the Steering Committee, or request leaders of the ministries, agencies and localities to attend meetings and report necessary issues.

Tasks of the Staring Committee are to direct, inspect, supervise and speed up the implementation of the Prime Minister's decisions on investment and construction of the key petroleum projects; direct the ministries, agencies, People's Committees of the relevant provinces in cooperation with the investors, domestic and foreign consultants and contractors to carry out the tasks for ensuring the construction progress and project quality of the key petroleum projects. At the same time, to direct and coordinate with relevant sectors and localities to solve problems in implementing compensation, assistance, migration, resettlement and site clearance for the key petroleum projects.

The authorities of the Steering Committee are as follows:

1/ Under the authorization of the Prime Minister to decide mechanisms and policies and deal with specific issues belonged to the Prime Minister's authority in the process of organizing and implementing the key petroleum projects.

2/ To solve interdisciplinary issues related to the key petroleum projects.

3/ To report periodically and irregularly to the Prime Minister on the construction progress and project quality of the key oil and gas projects (the contents beyond the competence and proposing the solutions to submit to the Prime Minister for considering and deciding).

4/ The Head of the Steering Committee to sign directing documents with the seal of the Prime Minister;

The Standing Deputy Head, Deputy Heads and members of Staring Committee to sign the directing documents with the seal of the ministry or agency under their charge.

The Steering Committee will operate in accordance with the regulations promulgated by the Head of the Steering Committee. The Head, Deputy Heads and Members of the Steering Committee will work by the part-time form.

For assisting the Steering Committee there would be an Office of the Steering Committee that placed at the Ministry of Industry and Trade. The Standing Deputy Head, Minister of Industry and Trade to decide to foundation, tasks and staff of the Office of the Steering Committee.

The Staring Committee is permitted to invite domestic and foreign experts for consulting in the necessary cases.
