Establishing the Office of the State Steering Committee for the national main point energy projects

The Office of the Steering Committee carries out the function of advising and assisting the State Steering Committee on the important national main point programs and projects in the energy sector as the act for a focal point to synthesize and coordinate work between members of the Steering Committee and relevant ministries, agencies, and localities. And helps the Steering Committee in directing, inspecting, monitoring, harmonizing, coordinating and urging the implementation of important national main point programs, and projects in the energy sector.

The Office of the State Steering Committee for Energy Sector Programs and Projects has specific tasks and powers as follows:

1/ Is a focal point to synthesize and coordinate work among members of the Steering Committee.

2/ Is a focal point to coordinate the relevant units to synthesize a report to the leaders of MOIT to submit to the Prime Minister for approval a list of the important national main point programs and projects in energy sectors and to propose the adjusting annual list of projects (if necessary).

To synthesize reports and propose solutions to the problems in implementing programs and projects in the list of important national main point programs and projects in energy sectors.

3/ Monitor, urge and grasp the progress situation in implementing the works, detect problems of the programs and projects in the list to report and propose solutions for the Steering Committee to consider and direct.

To urge the relevant agencies, units and individuals to implement the Steering Committee's instructions.

4/ Advise and assist the Minister of MOIT, Deputy Head of Steering Committee and Deputy Minister of MOIT, the Standing Member in implementing the tasks and powers of the Standing Deputy Head and Standing Member.

5/ Under the orders of the Head and Deputy Head of the Standing Committee to contact and coordinate works with relevant ministries, agencies, localities and units in implementing programs and projects in the list.

6/ Coordinate with the Secretariat to help the Steering Committee, relevant ministries, agencies, corporations, localities, investors and units to prepare content, documents and issues for discussion at meetings of the Steering Committee and draft conclusions of meetings of the Steering Committee.

7/ To establish the plan of the Steering Committee, to establish the quarter, annual and extraordinary reports on the implementation of programs and projects in the list and submit them to the Steering Committee.

8/ Is worked directly with corporations, investors, consulting organizations, and contractors and requested the corporations, investors, consulting organizations, and contractors to provide the relevant information and documents to programs and projects, as a basis for reporting to the Steering Committee and Standing Steering Committee and must use the store information and documents provided by regulations.

9/ Establish the cost estimates for the activities of the Steering Committee and Office of the State Steering Committee for energy sector projects to incorporate into the annual budget estimates of MOIT.

10/ Manage and store all records and documents of the Steering Committee and Office of the State Steering Committee for energy sector projects by regulations.

11/ Make plans for the Standing Steering Committee to inspect and work at localities and construction sites, or develop programs and plans at localities and construction sites, reporting to the Standing Steering Committee for review. Assign the Office of the State Steering Committee for Energy Sector Projects to organize field surveys, work with relevant agencies and units to synthesize arising issues, propose recommendations, and report to the Head of the Committee and the Standing Steering Committee for review and direction.

12/ Implement the other tasks assigned by the Steering Committee, Standing Steering Committee and leaders of MOIT.

According to this Decision, the Chief of the Office of the State Steering Committee for Energy Sector Projects is authorized by the Standing Deputy Head to handle tasks under the authority and responsibility of the Standing Deputy Head when authorized and notified of the results of the implementation of authorized tasks.
