Groundbreaking Ceremony for Tuyen Quang Biomass Power Plant Project

The project is being developed at Xuan Van Industrial Cluster, an area with well-developed and synchronised technical infrastructure that fully meets requirements for fire prevention and fighting, wastewater treatment, and ensures a stable electricity and water supply for production. This provides an important foundation for the plant to operate safely, continuously and efficiently throughout its project lifecycle.

The Tuyen Quang Biomass Power Plant is one of the representative renewable energy projects in the Northern midland and mountainous region, contributing to the realization of green and sustainable energy development orientations under the adjusted National Power Development Plan VIII (PDP VIII).

The project applies conventional condensing steam thermal power technology with grate-fired boilers, including a 50 MW power generation unit; systems for receiving, storing and processing biomass fuel; combustion boilers, steam turbines, auxiliary equipment, and a 63 MVA 11/110 kV step-up substation. The plant’s primary fuel source consists of agricultural and forestry by-products and residues generated from production activities in Tuyen Quang Province and neighbouring areas.

According to the plan, the plant is expected to be completed and commence commercial operation in early 2028, with an estimated annual electricity output of approximately 300 GWh. The project will not only contribute clean power to the national electricity system but also promote local socio-economic development, create jobs, increase incomes, and enhance the value of agricultural and forestry production value chains.

Following the successful commissioning of the Hau Giang Biomass Power Plant in April 2025, on December 2, 2025, Power Engineering Consulting Joint Stock Company 2 (PECC2) continued to be entrusted by investor eREX to undertake the turnkey EPC contract for the Tuyen Quang Biomass Power Plant Project, covering design, construction, and handover for operation.

This event serves as clear evidence of the close, effective and sustainable cooperation between PECC2 and eREX-Japan’s leading biomass power company in advancing biomass energy development in Vietnam. At the same time, it further affirms the reputation and capabilities of PECC2 as an EPC contractor, one of the few entities in Vietnam capable of providing comprehensive services throughout the entire project lifecycle, from planning and design, equipment procurement, and construction to operation and maintenance.

With more than 40 years of experience in surveying and designing energy projects, working with numerous domestic and international partners, and especially drawing on practical experience from thermal power plants and the recent Hau Giang Biomass Power Plant, PECC2 has gradually mastered relevant technologies, optimized design solutions and investment costs, thereby delivering maximum efficiency for investors.

For the Tuyen Quang Biomass Power Plant Project, PECC2 is committed to mobilizing all available resources and implementing scientific construction methods to ensure progress, quality and safety. Through this, the company aims to contribute to the development and replication of biomass power, a renewable energy model that is still relatively new in Vietnam but aligns with global development trends and delivers tangible benefits for both local communities and the nation./.
