1. Ensure national energy security and a stable, high - quality energy supply.
2. Efficiently exploit domestic resources combined with reasonable imports.
3. Promote energy transition towards net-zero emissions by 2050.
4. Develop a modern, synchronized energy system aligned with ASEAN standards.
5. Build a competitive, transparent, and efficient energy market.
6. Strengthen domestic energy industry capacity and develop a renewable energy ecosystem.
Specific targets
1. Meet energy demand for socio-economic development (GDP growth of around 10% annually in 2026 - 2030):
- Final energy consumption: 120 - 130 million toe by 2030, 175 - 200 million toe by 2050;
- Primary energy supply: 150 - 170 million toe by 2030, 210 - 250 million toe by 2050;
- Strategic petroleum reserves: around 90 days of net imports by 2030.
Just energy transition
1. Renewable energy share: 25 - 30% by 2030, 70 - 80% by 2050.
2. Energy savings: 8 - 10% by 2030.
3. GHG emissions reduction: 15 - 35% by 2030.
4. Energy sector emissions: 433 - 474 million tons CO₂e by 2030, about 101 million tons by 2050.
5. Target emissions peak by 2030, subject to full implementation of JETP commitments.
Domestic and imported energy supply
1. Crude oil production: 5.8 - 8.0 million tons/year (2026 - 2030).
2. Natural gas production: 5.4 - 11 billion m³/year (2026 - 2030).
3. Develop LNG import infrastructure to support gas-fired power and other demand.
4. Expand and integrate coal infrastructure systems.
Energy industry development
1. Develop Vietnam into a regional clean energy and renewable energy export hub.
2. Establish clean energy centers in key regions.
3. Develop hydrogen production: 100,000 - 200,000 tons/year by 2030, 10 - 20 million tons/year by 2050.
