Prime Minister presents the decision appointing the acting Minister of Industry and Trade

In accordance with regulations and prescribed procedures, the Politburo decided on the reassignment, assignment and designation of personnel. The Prime Minister issued Decision No. 2768/QD-TTg dated December 20, 2025, transferring Mr. Le Manh Hung, Chairman of the Members’ Council of the Vietnam National Industry and Energy Group (PVN)-to work at the Ministry of Industry and Trade and appointing him Acting Minister of Industry and Trade. The Government Party Committee also decided to designate Mr. Le Manh Hung as a member of the Executive Committee and Standing Committee, and to appoint him Secretary of the Party Committee of the Ministry of Industry and Trade.

Mr. Le Manh Hung, born in 1973, is an engineer in organic and petrochemical technology, holds a doctorate in petrochemistry, and has advanced political theory qualifications. From 2013 to 2019, he served as Deputy General Director of PVN. Since June 2019, he has held the position of General Director and, since early 2024, Chairman of the Members’ Council of the Group. Previously, he worked at the Government Office and held many key leadership and management positions in the oil and gas sector.
Speaking at the ceremony, Prime Minister Pham Minh Chinh congratulated Mr. Le Manh Hung on being entrusted by the Party and the State with the important responsibility of leading the Ministry of Industry and Trade, a multi-sector, multi-field ministry that serves as a pillar of the national economy and plays a pioneering role in the development of the country’s industry, trade and services.
The Prime Minister assessed Mr. Le Manh Hung as an official with more than 27 years of working experience, systematically trained, with strong political resolve, vision, innovative thinking, and rich practical experience in both state management and corporate governance. In every position he has held, Mr. Hung has demonstrated a high sense of responsibility, decisiveness and determination, serving as a focal point of unity within leadership collectives. Notably, during his tenure as Chairman of the Members’ Council of PVN, the Group stabilized its organization, addressed long-standing issues, and achieved strong development, gradually integrating more deeply into global value chains.
The appointment of Mr. Le Manh Hung as Acting Minister of Industry and Trade reflects the strong trust and high expectations of the Party and the State for him personally, as well as for the future development of the Industry and Trade sector.
The Prime Minister affirmed that the significant achievements of the Industry and Trade sector in recent years have borne the clear imprint and important contributions of Mr. Nguyen Hong Dien during his tenure as Minister. On behalf of the Government, the Prime Minister highly appreciated and acknowledged Mr. Nguyen Hong Dien’s contributions, and expressed confidence that in his new position as Full-time Deputy Secretary of the National Assembly Party Committee, he will continue to accompany and contribute to the development of the Industry and Trade sector and the country.
Emphasizing that the tasks ahead for the Industry and Trade sector are both demanding and honorable, the Prime Minister requested Acting Minister Le Manh Hung and the leadership of the Ministry to effectively implement the sector’s “six pioneering roles”:

Pioneering industrialization and modernization;

Pioneering rapid, sustainable, digital and green development;

Pioneering diversification of markets, products and supply chains;

Pioneering the fight against wastefulness, negativity, corruption and trade fraud;

Pioneering the building of a clean, strong and competent cadre contingent;

Pioneering decentralization and delegation of authority in conjunction with administrative reform.

The Prime Minister expressed confidence that Mr. Le Manh Hung will leverage his capabilities and experience to lead the Industry and Trade sector toward rapid and sustainable development, contributing to the achievement of double-digit economic growth targets in the new period. The Government will always accompany and create favorable conditions, and requests ministries, sectors and localities to closely coordinate so that the Ministry of Industry and Trade can successfully fulfill its assigned tasks.
In his acceptance speech, Mr. Le Manh Hung expressed his great honor and profound sense of responsibility in being entrusted by the Party and the State with the position of Acting Minister of Industry and Trade. He sincerely thanked the leaders of the Party, the State, the Government and the Prime Minister for their trust and guidance, and acknowledged the important contributions and solid foundations built by his predecessor, Minister Nguyen Hong Dien, for the Industry and Trade sector.
The Acting Minister affirmed his determination to inherit and further promote the traditions and achievements of the Ministry of Industry and Trade; to focus on improving institutions, strategies and planning; to accelerate administrative reform and digital transformation; to ensure national energy security in association with a sustainable energy transition; to develop modern, integrated industry and trade with enterprises at the center and the market as the driving force; to protect consumer rights; and to promote proactive, substantive and effective international economic integration.
Mr. Le Manh Hung expressed his hope to continue receiving the leadership, direction, supervision and close coordination of central and local authorities, the business community, and all officials, civil servants, public employees and workers of the Industry and Trade sector. He committed to building a strong, united and action-oriented Party Committee of the Ministry of Industry and Trade, worthy of the trust placed in him by the Party, the State and the People./.
