Dr. Ta Dinh Thi, Vice Chairman of the National Assembly’s Committee on Science, Technology and Environment, delivered the Forum’s opening address, emphasizing Vietnam’s growing electricity demand and its transition toward renewable energy. China, with a robust renewable energy system accounting for 46% of its total installed capacity, can share valuable experience. ASEAN countries, aiming to achieve grid balance, need platforms like this Forum to exchange policy insights and technologies. The overarching goal is to ensure sustainable and affordable energy sources for diverse user groups across ASEAN, while maintaining Asia and the ASEAN region as global growth engines.

Mr. Duong Kun, Standing Vice Chairman of the China Electricity Council (CEC), in his keynote speech, highlighted that China’s installed renewable power capacity has surpassed 1.46 billion kW — the highest globally — far exceeding its targets under the 14th Five-Year Power Development Plan (2021–2025), and surpassing fossil fuel-based capacity. CEC member companies invested $5.73 billion overseas and signed $30 billion worth of EPC contracts in 2024 across 164 projects, most located in ASEAN countries. CEC also organizes international cooperation through exhibitions, forums, trade fairs, and seminars. China and ASEAN should intensify mutual recognition of green power certificates. CEC conducts scientific research, collects electricity sector statistics, and provides valuation services for international power projects.

Following President Xi Jinping’s visit to Vietnam, a new chapter has been opened in bilateral cooperation, with the 70th anniversary of China-Vietnam relations marking a milestone for advancing green energy collaboration.
Mr. Tang The Hung, Deputy Director General of the Electricity Authority of Vietnam (Ministry of Industry and Trade), presented on the recent updates to Vietnam’s Power Development Plan VIII (PDP8). The revised PDP8 notably increases targets for renewable energy, particularly wind and solar, while also adding significant energy storage capacity to meet higher projected Pmax. With forecasted annual GDP growth exceeding 10%, energy demand is expected to surge, posing a major challenge.

Vietnam, committed to achieving Net Zero by 2050, must transition its energy system, which currently accounts for over 80% of national GHG emissions. This requires increased renewable integration, flexible generation resources, and large-scale energy storage. To enhance energy security, Vietnam is also strengthening transmission infrastructure, including cross-border high-voltage transmission and potential HVDC connections with ASEAN and China.
According to Mr. Tang The Hung, “This Forum is a valuable opportunity to exchange ideas on cross-border electricity trading between ASEAN countries and China.”

Ms. Nguyen Thi Thanh Binh, Deputy General Director of T&T Group, Chairwoman of T&T Energy, and Vice Chair of the Vietnam Energy Association, introduced T&T's investment initiatives, including wind power projects in Laos, underscoring the need for enhanced regional energy integration. T&T is currently collaborating with Chinese energy corporations.
At the Forum, Ms. Binh proposed that governments establish comprehensive legal frameworks to facilitate bilateral and multilateral cooperation on the ASEAN power grid. Countries should strengthen joint power development, expand policy dialogue, and institutionalize an annual ASEAN-China Energy Dialogue. National energy planning should be shared more transparently across the region.
According to Ms. Nguyen Thi Thanh Binh, “Privatizing regional cooperation” is an effective pathway to rapidly implementing Net Zero commitments, advancing sustainability, and enabling the green transition.

He emphasized technology transfer, localization, and development of imported technologies to support Vietnam’s clean energy transition. |
Mr. Nguyen Viet An, representative of the Department of Innovation (Ministry of Science and Technology), introduced the guidelines and methods for organizing and implementing activities to promote technology investment, facilitate technology transfer, and master and develop foreign technologies in Vietnam.
Mr. Nguyen Anh Tu, Deputy Head of the Planning Department of EVN, discussed Vietnam-China grid connectivity. Under the revised PDP8, renewable energy is expected to account for 28–36% of installed capacity by 2030. Regional interconnectivity and diversified power sources are critical. Vietnam is ready to participate in the ASEAN Power Grid Initiative, linking all 10 member states.

EVN representatives outlined Vietnam’s current 220kV and 110kV interconnections with China at Lao Cai, Ha Giang, and Quang Ninh, with voltage and capacity upgrades planned. Vietnam also imports power from Laos via 500kV and 220kV lines. Under a newly signed bilateral agreement, import capacity will reach 8,000 MW by 2030 and 14,688 MW by 2050. Vietnam currently exports electricity to Cambodia and is planning exports to Singapore and Malaysia.

Malaysian Ambassador H.E. Dato’ Tang Yang Thai shared Malaysia’s energy outlook and vision for ASEAN’s energy future. Malaysia has issued two national energy policy documents and remains firmly committed to ASEAN energy cooperation. He stressed, “No country can achieve energy security alone. We must work together.”
He cited the Lao–Thailand–Malaysia–Singapore interconnection as a model and emphasized that the ASEAN Power Grid is not only a physical infrastructure project but a strategic instrument for regional integration.
Mr. Phan Thanh Tung, Project Development Director of IPC E&C, presented on clean energy cooperation in Southeast Asia. With 15 years of experience as an EPC contractor in renewable energy, IPC is a trusted partner to both domestic and international investors. The company partners with Chinese firms to procure wind turbines, solar panels, and related equipment.

SUS Environment (Shanghai) presented waste-to-energy (WTE) solutions for sustainable development in Vietnam. The company’s patented moving grate incinerators eliminate landfill needs by converting municipal solid waste into energy while reusing ash, reducing carbon emissions and mitigating climate change. SUS operates WTE plants with a combined capacity of 40 million tons/year, generating 18 billion kWh annually, and is pursuing WTE projects in Vietnam, such as Tam Sinh Nghia.

The wind and solar boom of 2019–2021 positioned Vietnam among the fastest-growing renewable markets. Though the growth rate has moderated, Vietnam still holds tremendous renewable potential.

Recent instability in the southern grid highlighted the risks. ATS provides advanced power system automation solutions.

Guangxi Modern Logistics Group shared perspectives on green energy collaboration between China and Vietnam. Two subsidiaries participated: Guangxi Environmental Protection Group and Guangxi Guiwu Energy Saving Group. Their offerings include wind power system design using regional wind modeling for optimal turbine placement and solar power investment readiness. They also provide wastewater and waste treatment solutions under flexible models like PPP/BOT.

Their technology enables accurate carbon measurement, supporting carbon certification in the global carbon market.
