General Secretary and President of Laos Visits and Works with Vietnam Electricity (EVN)

 - On January 27, 2026, Mr. Thongloun Sisoulith – General Secretary of the Central Committee of the Lao People’s Revolutionary Party and President of the Lao People’s Democratic Republic (Lao PDR), together with a high-level delegation of the Lao Party and State, paid a visit to and held a working session with Vietnam Electricity (EVN).

On behalf of EVN’s leadership, officers and employees, Mr. Dang Hoang An, Chairman of the EVN Members’ Council, warmly welcomed and expressed great honor in receiving the General Secretary and President of the Lao PDR and the high-level delegation during their visit and working session at EVN.

Chairman Dang Hoang An emphasized that the State visit to Vietnam by the General Secretary and President of the Lao PDR is of special significance, taking place in the context that the 12th National Congress of the Lao People’s Revolutionary Party and the 14th National Congress of the Communist Party of Vietnam have been successfully held. The visit reaffirms the great friendship, special solidarity, comprehensive cooperation, and strategic bond between Vietnam and Laos.

The visit and working session at EVN demonstrate the deep interest of the Lao Party and State leaders, as well as the General Secretary and President personally, in cooperation between Vietnam and Laos in the energy and power sector—an important area of cooperation that makes significant contributions to the socio-economic development of both countries.

According to Chairman Dang Hoang An, Vietnam’s power system currently has a total installed capacity of 87.6 GW, ranking second in ASEAN and 20th worldwide. EVN, as a state-owned enterprise, plays a core role in ensuring Vietnam’s national energy security. The Group manages nearly 37% of total installed capacity, produces over 40% of national electricity output, operates the 500 kV and 220 kV transmission systems, the 110 kV grid, and nationwide power distribution, and serves as the sole buyer in Vietnam’s electricity market.

In recent years, under the leadership of the two Parties and Governments, cooperation in the energy sector - particularly in power grid interconnection and electricity exchange between Vietnam and Laos has been strongly promoted and can be considered a highlight in bilateral economic cooperation. “EVN has been and continues to closely coordinate with Lao agencies, enterprises and investors to implement multiple grid interconnection and power generation projects from Laos, effectively leveraging Laos’s strengths in hydropower and renewable energy. This contributes to ensuring energy security, supporting socio-economic development, and improving the livelihoods of the people of both countries,” Chairman Dang Hoang An affirmed.

EVN’s leadership expressed confidence that the visit and working session by the General Secretary and President of the Lao PDR would create new momentum, further promoting practical and effective cooperation between the power sectors of the two countries, between EVN and Lao energy enterprises and authorities, and actively contributing to the consolidation and development of the special Vietnam–Laos relationship in the new period.

EVN presented General Secretary and President of Laos Thongloun Sisoulith with a model of a 500 kV transformer manufactured by Dong Anh Electrical Equipment Joint Stock Company (EEMC).

At the meeting, EVN General Director Nguyen Anh Tuan reported on Vietnam–Laos cooperation in the electricity sector. Regarding electricity exports to Laos, EVN is currently supplying power to several Lao localities along the border through 22 kV medium-voltage networks. Regarding electricity imports from Laos to Vietnam, in accordance with agreements and memoranda of understanding between the Governments of Vietnam and Laos, EVN has actively worked with power project investors in Laos to import electricity into Vietnam. By the end of 2025, the Prime Minister and the Ministry of Industry and Trade approved the policy to import electricity from 47 power projects in Laos, with a total capacity of 8,260 MW.

Power plants in Laos that have come into operation and are supplying electricity to Vietnam currently have a total commercial operation capacity of 2,379 MW. In the 2026–2030 period, additional projects are expected to come online to meet the electricity import targets stipulated in the agreement signed between the two Governments (effective from January 2025). During the program, representatives of the parties also exchanged views and discussed matters of mutual concern.

Speaking at the working session, General Secretary and President of Laos Thongloun Sisoulith acknowledged EVN as a group with a long development history, holding a leading position in the ASEAN region and enjoying strong regional credibility. He congratulated EVN on its achievements and important contributions to Vietnam’s socio-economic development, and noted EVN’s support in supplying electricity to several Lao localities where self-sufficiency in power supply is not yet possible.

The Lao Party and State leaders requested EVN and Lao enterprises to further strengthen cooperation in line with the strategic orientations of the two Parties and Governments. Regarding cooperation between EVN and Electricité du Laos (EDL), the General Secretary and President of Laos expressed confidence that this would be a long-term and sustainable partnership, and hoped that the two organizations would cooperate closely like brothers, with EVN continuing to share experience and technology in power supply, enterprise reform, and related fields.
