Approval of investment policy and investor for the Nam Dinh – Hau Loc 220kV transmission line project

 - The Ninh Binh Provincial People’s Committee has issued a Decision approving the investment policy and, at the same time, approving the National Power Transmission Corporation (EVNNPT) as the investor for the Nam Dinh - Hau Loc 220kV transmission line project.

The project involves the construction of a new 220kV double-circuit transmission line, starting from the 220kV outgoing bay of the 500/220kV Nam Dinh Substation and ending at the existing 220kV outgoing bay of the Hau Loc 220kV Substation. The total length of the line is approximately 49.8 km, of which about 16.9 km passes through Ninh Binh Province.

The transmission line will run through areas in Thanh Hoa and Ninh Binh provinces (including the communes of Hai Thinh, Nghia Son, Hong Phong, Kim Son, Quang Thien, Phat Diem, Lai Thanh, and Dinh Hoa).

Upon completion, the project will enhance the transmission capacity of the existing grid, meeting growing electricity demand and supporting socio-economic development in Ninh Binh and Thanh Hoa provinces, in particular, and the Northern region in general. It will also strengthen the operational safety and stability of the national power system by improving interconnection between regions and supporting nearby transmission lines.

Under the Decision approving the investment policy and investor, the Ninh Binh Provincial People’s Committee requires:

1. The investor shall promptly complete all subsequent procedures in accordance with regulations on construction and land. It must mobilize sufficient resources (including equity and mobilized capital) to ensure the project is implemented in line with planning and schedule, fulfill all legal obligations and responsibilities, and complete the project on time while maximizing its socio-economic benefits.

2. Relevant departments, agencies, and local authorities, within their assigned functions and management scope, shall proactively guide, urge, inspect, and closely supervise the project's implementation and operation. They are also responsible for advising and promptly reporting to the Provincial People’s Committee to address any difficulties or obstacles (if any), ensuring full compliance with regulations.

According to the plan, the Nam Dinh – Hau Loc 220kV transmission line project is expected to be energized in the second quarter of 2028./.
