EVN and Quang Tri provincial people’s committee review progress of power source and grid projects

 - In Hanoi, a working delegation from the Quang Tri Provincial Party Committee and the Quang Tri Provincial People’s Committee, led by Mr. Nguyen Van Phuong - Secretary of the Provincial Party Committee, held a meeting with Vietnam Electricity (EVN) to review the progress of power source and grid projects. The meeting also focused on solutions to address challenges related to land clearance, procedures, and investment capital, to ensure a reliable electricity supply for the province’s socio-economic development.

Accelerating power source and grid development

At the meeting, EVN Chairman Dang Hoang An stated that the total installed power capacity in Quang Tri Province has reached approximately 1,555 MW, with wind power accounting for the largest share at over 1,100 MW. This serves as a crucial foundation for the province’s energy development.

According to EVN leadership, given the current scale of power sources, it is essential to continue investing in a synchronized transmission grid system to effectively evacuate capacity and avoid resource waste. In recent years, EVN has ensured a stable electricity supply for the province’s socio-economic development, with commercial electricity growth maintaining a high rate. Notably, 100% of communes and nearly 100% of rural households now have access to the national grid.

Regarding power generation projects invested by EVN: the Quang Trach 1 Thermal Power Plant project has achieved over 98% of its overall progress, with EVN focusing on synchronizing and commencing commercial operation in 2026; the Quang Trach 2 LNG Power Plant project has signed its EPC contract and is moving forward with subsequent steps, targeting operation by 2030; and the Quang Trach 3 LNG project is currently completing investment procedures.

For grid infrastructure, EVN is implementing several key projects, including the Quang Tri 2 500 kV switching station, the Lao Bao 500 kV substation, and associated transmission lines. However, challenges remain in land-related issues, forest land conversion, land pricing, and site clearance.

EVN’s Chairman proposed that Quang Tri Province continue supporting land allocation, site clearance, and the completion of land and environmental procedures, while strengthening coordination in planning and the synchronized development of power sources and grid infrastructure.

At the meeting, EVN Deputy General Director Nguyen Tai Anh added that the Group has largely completed investment preparation steps for many power projects. However, capital mobilization remains a major challenge, especially as international credit sources for thermal power projects are becoming increasingly limited. EVN is working with various financial institutions and exploring diversified financing solutions, including partnerships with suitable stakeholders. Thermal power projects are being studied with modern, high-efficiency technologies that meet strict environmental standards. In transmission, EVN is prioritizing the development of the 500 kV system and studying the application of HVDC technology to enhance large-capacity transmission capability.

Leaders from EVN’s Planning Department, along with representatives from EVNNPT, EVNPMB1, and EVNPMB2, also provided updates and clarifications on the implementation of power source and grid projects in Quang Tri Province, including progress, challenges, and issues related to construction investment, particularly land clearance, legal procedures, environmental requirements, and coordination with local authorities.

Strengthening coordination and addressing challenges

Speaking at the meeting, Quang Tri Provincial Party Secretary Nguyen Van Phuong acknowledged EVN’s efforts in ensuring electricity supply and implementing projects in the province, contributing significantly to its socio-economic development.

According to the Provincial Party Secretary, Quang Tri aims for high economic growth in the coming period, which will drive a sharp increase in electricity demand. Therefore, the effective implementation of large-scale power projects is critical to achieving the province’s development goals.

He also urged EVN to continue investing in grid infrastructure to facilitate the integration of renewable energy sources, while paying attention to electricity supply for rural, remote, and disadvantaged areas.

On the local side, Quang Tri Province committed to accompanying and facilitating EVN in site clearance, investment procedures, and resolving obstacles during project implementation.

Addressing key concerns, EVN Chairman Dang Hoang An noted that the biggest challenge for power generation projects remains capital mobilization due to constraints from financial institutions. For LNG power projects, EVN is continuing to study appropriate approaches in compliance with legal regulations to ensure feasibility. At the same time, the Group is pursuing diversification of the energy mix to enhance energy security amid global market fluctuations.

EVN will direct its units to review and resolve bottlenecks in each phase to accelerate project progress, especially those related to capacity evacuation and regional power supply. In addition, EVN is coordinating with relevant authorities and local governments to complete procedures for transitional renewable energy projects, creating a basis for implementation in accordance with regulations./.
