Announcing the Hydrogen Energy Development Strategy of Vietnam

Conference (directly and online with localities) to deploy Vietnam's hydrogen energy development strategy until 2030 with a vision to 2050.

At the conference, opinions focused on the necessity and importance of hydrogen energy in Vietnam's goal of green energy conversion, to bring net carbon emissions to "zero" by 2050. Delegates attending the conference appreciated the determination and efforts of MOIT in quickly building and submitting to the Prime Minister for promulgating a hydrogen energy strategy, as well as building and promulgating a plan for implementing the hydrogen energy strategy and organizing a conference to announce the strategy and implementation plan (only 15 days after the Prime Minister approved the hydrogen strategy).

The development of hydrogen energy was soon directed by the Politburo in Resolution No. 55-NQ/TW dated February 11, 2020 on the strategic orientation of Vietnam's national energy development until 2030, with a vision to 2045. Specifically, conducting technology research, developing a number of production pilot projects and encouraging the use of hydrogen energy in accordance with the world's general trend.

The development orientation of the hydrogen field has also been emphasized in the National Energy Master Plan for the period 2021 - 2030, with a vision to 2050 and in the Power Development Planning VIII, it is enough to show the special importance of this field to Vietnam's energy development orientation.

The hydrogen energy strategy approved by the Prime Minister has opened up the new development space for Vietnam's energy industry in a green, clean and sustainable direction, per the views and policies of the Party and State as well as the general development trend of the world.

The goal in the hydrogen energy strategy is to develop Vietnam's hydrogen energy ecosystem based on renewable energy, including production, storage, transportation, distribution, domestic use and export with synchronous and modern infrastructure for contributing to ensuring energy security. At the same time, to implement the national goals on climate change, green growth and net zero emissions by 2050 according to Vietnam's roadmap and commitments in sustainable and equitable and just energy transition.

To achieve those goals, the hydrogen energy strategy has proposed a series of new mechanisms and policies including:

- Diversify capital sources and investment forms, attract investment interest from non-state enterprises and support from international partners.

- Increase investment in science and technology and human resource development.

- Apply market tools to promote green growth, low-carbon economy, and circular economy.

- Prioritize promoting international cooperation and communication work to raise awareness of the benefits of the hydrogen economy and the State's guidelines and policies in the field of hydrogen economy. clean energy sector to the whole society.

To effectively deploy the Hydrogen Energy Strategy, at the conference, Minister of Industry and Trade Nguyen Hong Dien requested ministries, branches and localities to focus on organizing and implementing the tasks assigned by the Prime Minister. assignment (in Decision No. 165/QD-TTg), specifically:

1/ Functional units of MOIT focus on a good communicating widely about the role, importance and core contents of the strategy; urgently advise on the development and submission to competent authorities for promulgation of specific plans to implement the goals and solutions set out in the strategy; Coordinate with relevant ministries and agencies to focus on research and advise competent authorities to promulgate relevant regulations, mechanisms and policies, and monitor and urge the implementation of hydrogen energy projects.

2/ Ministries, central agencies and localities organize and effectively implement the tasks assigned by the Prime Minister (in the Decision approving the strategy).

In particular, it is to focus on urgent key tasks, including:

- Review, adjust, supplement and integrate into national and provincial planning.

- Research and propose the development, amendment and supplementation of relevant legal documents and policy mechanisms, especially policies to encourage the use of hydrogen fuel for vehicles, equipment, and green transport infrastructure.

- Promulgate national standards and regulations in the production, use, storage and transportation of hydrogen and carbon capture/utilization sector.

- Develop national programs on science and technology, training high-quality human resources for the hydrogen energy industry.

3/ Groups, corporations, and enterprises in the energy industry (EVN, PVN, TKV, chemicals, petroleum...) focus on thoroughly understanding and implementing well the tasks and solutions set out in the strategy; strengthen the mobilization of domestic and foreign capital sources to implement investment projects on energy with hydrogen basic./.
