Handed over 63/107 foundation positions, At the meeting, EVNNPT General Director Pham Le Phu said that, In Thai Binh province, an electricity supply is from 2 transformer stations with a capacity of 750 MVA connecting Thai Binh Thermal Power Plants 1, 2 and 220 kV transformer stations in the area provides electricity for industrial parks, people's daily activities of people and socio-economic development in the Thai Binh region. Along with that are 10 connecting 220 kV lines (equivalent to 344.7 km).
To ensure electricity supply for the socio-economic development of Thai Binh province and the Northern provinces in the coming years, the Prime Minister assigned EVNNPT to be the investor of the 500kV Nam Dinh 1 thermal power plant - Pho Noi project. The project is invested in a new 500 kV 2-circuit line, about 126.9 km in length, passing through 4 provinces Nam Dinh, Thai Binh, Hai Duong and Hung Yen, the line route in Thai Binh province is about 38.34 km length with 107 column foundation locations, in the Vu Thu, Dong Hung, Hung Ha, and Quynh Phu districts.
Up to now, the project in the Thai Binh province has completed the approved planning/plan for using land, the foot of the column foundations. The safety corridor part has been submitted to the Department of Natural Resources and Environment for synthesizing and reporting to the Thai Binh Provincial People's Committee for review and approval. The foundation locations have been handed over, marking 107/107 locations, inventorying 96/107 locations and handing over 63/107 foundation locations. During the process of site clearance, EVNNPT encountered a number of difficulties and problems in the Vu Thu, Hung Ha and Dong Hung districts, mainly because people had not agreed on the compensation unit price according to state regulations, There is a basis to apply the price to draft a compensation plan for the trees planted on the land (LUC land) due to the high tree value and high density.
It needs drastic local involvement: At the meeting, EVN General Director Nguyen Anh Tuan said this is a very urgent project to ensure electricity for the North in general, including Thai Binh province. Therefore, EVN recommends that Thai Binh province take drastic action to ensure project goals according to the Prime Minister's direction. Stating specific recommendations, EVNNPT General Director Pham Le Phu requested the People's Committee of Thai Binh Province to direct the People's Committees of districts to urgently complete the site clearance plan as directed by the People's Committee of Thai Binh Province previously. The People's Committees of the districts will soon submit and approve the 2024 land use plan for the column foundation and corridor so that the Department of Natural Resources and Environment can gather and submit it to the Provincial People's Committee for approval, ensuring compliance with the project implementation schedule.
Direct the People's Committees of districts to urgently review resettlement needs according to regulations, and introduce the location of resettlement land to submit to the Provincial People's Committee for approval as soon as possible. The Provincial People's Committee directs departments, agencies and localities to provide maximum support to EVNNPT in compensation and site clearance work to complete the handover of the entire site of the column foundation (in February 2024) and the operating part. safe corridor (in March 2024).
At the meeting, The Chairman of the Thai Binh Provincial People's Committee Nguyen Khac Than said that the demand for electricity to serve the socio-economic development of Thai Binh province is great, and in the coming time we will continue to develop more areas. Therefore, the deployment of a 500 kV circuit 3 line will help Thai Binh province increase its power source, thereby attracting foreign investment into the province. The Chairman of the Thai Binh Provincial People's Committee requested departments, agencies and localities to urgently complete procedures to quickly remove obstacles in the proposals of EVN and EVNNPT to hand over the site soon to meet the target progress set by EVNNPT. At the same time, actively propagate and campaign so that people understand the importance and support the project. Relevant departments and branches of the province, based on their functions and tasks, prioritize resources for tasks.
The Chairman of the Thai Binh Provincial People's Committee also requested EVNNPT to coordinate closely with departments, agencies and localities in the province to immediately resolve arising problems. During the implementation process, if there are any problems, promptly report them to the Provincial People's Committee for resolution. Thai Binh Province commits to ensuring the progress of handing over the foundation locations (in February) and route corridor (in March 2024) of the project as requested by EVN and EVNNPT.
