The working meeting of the MOIT and the Committee for the Management of the State Capital at Enterprises with EVN, TKV, and PVN

 - Mr. Nguyen Hong Dien - Minister of Industry and Trade (MOIT) and Mr. Nguyen Hoang Anh - Chairman of the Committee for the Management of State Capital at Enterprises (the Committee) had a working meeting with the state-owned groups in the energy field as the Electricity of Vietnam (EVN), Vietnam National Coal and Mineral Industries Group (TKV) and Petroleum of Vietnam (PVN).

The reports at the meeting showed that in 2022, the electricity sale of EVN was 242.7 billion kWh, an increase of 7.73% compared to 2021. The electricity loss of the whole group was 6.25%, a decrease 0.2% compared to 2021. The electricity supply reliability continued to improve, in which SAIDI index (index of average outage time of distribution network) decreased to 267 minutes, down 52 minutes compared to 2021.

Basing to Decision No. 2976/QD-BCT dated December 30, 2022 in approving plan for electricity supply and national power system operation in 2023 of MOIT, EVN has developed a plan to ensure electricity and is organizing to implement with the goal of ensuring safe, uninterrupted power supply at the highest level. At the same time, EVN also developed a scenario of electricity supply with increased load demand to promote production and consumption for contributing to the economic and social growth of the country.

For TKV, 2022 also recorded positive results in the difficult context, when the group achieved turnover of 165.9 trillion VND, reaching 126% of the plan and equaling 119% compared to 2021. The profit of TKV expected to reach 8.1 trillion VND, up 2.7 times compared to the plan. The State budget contribution reached 21.35 trillion VND, an increase of 3.45 trillion VND compared to the plan. TKV's finished clean coal output reached 42.2 million tons, equaling 108.6% of the year plan and equal to 102.8% compared to 2021.

For PVN, in 2022, all production and business targets in 5 fields of the Group completed the annual plan with a high increase growth compared to 2021. The oil and gas reserves achieved 16.97 million tons, increased 26% compared to 2021. Oil production reached 10.84 million tons, equivalent to the level of 2021. IT was remarkably, PVN has completed and put into operation 5 fields/projects of oil and gas. All the 5 fields/projects completed and put into operation by 15 days to 2 months earlier than planned.

The Minister of Industry and Trade and the Chairman of the Committee for Management of State Capital at Enterprises worked with EVN, TKV, and PVN.

However, besides the achieved results, the activities of the groups still faced many difficulties and challenges. At the meeting, the leaders of EVN, TKV and PVN presented difficulties and problems and proposed solutions and recommendations to the MOIT and the Committee for ensuring production and business activities in 2023.

The MOIT attentively listened and answered the problems. The functional departments and agencies of the MOIT and the Committee also proposed specific solutions to definitively resolve the recommendations. A number of recommendations were noted to continuously research and propose the feasible and effective solutions and in compliance with the law regulations.

Speaking at the meeting, Mr. Nguyen Hong Dien – MOIT Minister said: Energy development is an important strategic task, it services as an infrastructure foundation for the economic, social development and implements the goal of industrialization and modernization of the country. In the recent time, the energy industry reached many achievements, actively promoted and effectively performed its role as the economic locomotive of the country. The large resources for investment and development of the energy sector were mobilized with the participation of many economic components with EVN, TKV and PVN and their subsidiaries as the core units.

The MIOT Minister high appreciated the efforts of EVN, TKV, and PVN in coordination for ensuring the supply of important energy sources (electricity, coal and oil and gas) to serve the socio-economic development of the country and living activities of the people, especially in the context that the groups faced the unprecedented challenges and difficulties in recent years, emitted from the global geopolitical conflict, the energy crisis that leads to high prices of the input fuels for the energy industries…

Regarding the recommendations of the groups to MOI, the Minister gave specific instructions focusing on solving the problems of construction investment, electricity and fuel prices for power production, improving the operational efficiency of the enterprises... It clearly states the contents, progress schedule and preceded units to be implemented.

The minister assigned the MOIT departments in coordination with EVN, TKV and PVN to efficiently deploy the planned solutions and to timely report Ministry leadership the issues arising beyond their authority to direct and resolve or report to a higher authority for consideration and settlement.

In addition, the Minister also directed EVN, TKV, and PVN to pay more attention to increasing labor productivity, innovation, and solving the relationship between the material prices, and input fuel prices and output product prices in line of the market economy rules with the socialist orientation.

Besides, the Minister emphasized to high rise spirit on all the things for general goal to strengthen cooperation mechanism for timely and efficiently resolving the difficulties and problems in production and business activities, especially cooperation in selling each other products, coordinating to implement clearly and efficiently the assigned contracts for companion development, contributing to ensure the national energy security based on the harmonic benefits between the state economic groups and actively contribute to the socio-economic development of the country.

The MOIT Minister also assigned 6 targets for the groups:

Firstly: In all situations the groups have to ensure the sufficient energy supply (electricity, coal and oil and gas) for economic development and living activities of the peoples, not to lack the supply source (including a partial lack). For this, the groups to carefully research for timely reporting and proposing the competence level for directing to timely resolve the difficulties and problems in production and business activities.

Secondly: Each group needs to focus on reviewing and evaluating the backlog issues under its authority, or those of the Ministry or Committee to advise and propose to the leaders of the two agencies to promptly direct and solve the problem. For issues under their authority, it is necessary to have solutions to handle them promptly and decisively, with regular inspection and supervision. In the process of operation, it is necessary to coordinate and share responsibilities among corporations in a way that the corporation needs to stick to the project, strategy, production and business plan approved by the Committee, accelerate implementation of key projects. Continue to focus on saving recurrent expenditures, optimizing cash flow, and operating the projects with a maximum efficiency and potential projects.

Thirdly, Each group must hard follow the strategies, projects, production and business plans approved by Committee, to hasten implantation of key projects, economy the daily costs, optimizing cash flow and operating the potential projects.

Fourthly: Be serious and drastic to implement the tasks and solutions that the Government, the Prime Minister and the functional Ministries and agencies pointed out in the announces, conclusions, documents for direction and answers to the recommendations.

Fifthly: From its practical activities, each group needs to proactively detect inadequacies in order to timely propose competent authorities to amend supplement and complete mechanisms, policies and regulations of the related laws.

Sixthly: Paying attention to the communication, provide timely, sufficient and accurate information to the mainstream media agencies for creating consensus in society.

Mr. Nguyen Hoang Anh, Chairman of the Committee for the Management of State Capital at Enterprises said: In the recent time, MOIT and Committee coordinated and jointly solved the shortcomings and difficulties. He considered that, MOIT and Committee coordinated quite smoothly, but there are still delays. Therefore, after today's meeting, the two sides will have more working meetings to put the better mechanisms and policies for the enterprises. The Committee and the Ministry will jointly give opinions to direct the groups to deploy solutions to remove difficulties and obstacles for EVN, TKV, and PVN efficient operation, and to ensure adequate supply of electricity, coal and oil and gas for economic and social development, contributing to ensuring national energy security.
